<br />,II , <br /> <br />~.. -"" <br /> <br />TUESDAY <br /> <br />OCTOBER 24, 1978 <br /> <br />.- <br /> <br />A petition submitted by Mr. John Allen Jones on behalf of certain citizens residing <br /> <br />near Middle Street and/or Pony Place~ requesting the re-opening of said Middle Street <br /> <br />(which was closed by action of Council on September 28~ 1971) was referred to the <br /> <br />City's administrative staff for study. <br /> <br />At the request of Mr. Ronnie Minter, representing the Martinsville Exchange Club~ <br /> <br />Mayor Hobson signed a document proclaiming the month of November (1978) as the "One <br /> <br />- <br /> <br />Nation Under God" month, <br /> <br />A protest filed by Mr. C. D. Perry~ of 204 ~airy Street, against the City's utility <br /> <br />deposit procedure and requirements (see Council's action of December 13~ 1977), was <br /> <br />referred to the City Manager and the Director of Finance. <br /> <br />Council continued a suggestion, pending a study by City Attorney Worthy, that <br /> <br />Section 12 of Chapter II of the City's License Tax Ordinance (i.e., the tax on <br /> <br />"fortune tellers", etc.) be amended to establish a rate to coincide with that <br /> <br />imposed by Henry County. <br /> <br />Through Mr. Ebb H. Hilliams~ III~ Attorney at Law~ the Leatherwood Land Company, Inc., <br /> <br />"- <br /> <br />filed a petition requesting the rezoning to "1'-2 Professional" of its property ~ or a <br /> <br />portion thereof not already so zoned, situated on the north side of East Church <br /> <br />Street from a point opposite this street's intersection with Cleveland Avenue to a <br /> <br />point east of Clay Street. This petition, subsequently amended to include an <br /> <br />application for a Special-Use Permit for this property, ~JaS referred to the Planning <br /> <br />Commission for ~Lts consideration and recOIl1Inendation. <br /> <br />Council also referred to the Planning Commission~ for its consideration and <br /> <br />recommendation, a petition seeking a modification of a Special-Use Permit issued <br />
