<br />:6 <br /> <br />OCTOBER 24, 1978 <br /> <br />TUESDAY <br /> <br />In tentative acceptance of the Planning Commission's recommendation (of approval), <br /> <br />Council called for a duly-advertised public hearing to be conducted by Council at <br /> <br />its forthcoming November 14th meeting on an application for a Special-Use Permit, <br /> <br />as filed with Council on August 8, 1978 by Mr. James E. Covington, Jr., of The <br /> <br />Covington Company~ owner-operator of the Patrick Henry Mall~ which permit--if <br /> <br />granted--would allow petitioner to place and operate a "photo booth" at a site <br /> <br />within the Patrick Henry Mall property~ to the west of the J. C. Penney Company <br /> <br />store and in line with the front line of said store. <br /> <br />Council received a report from Mr. J. Michael Grubbs, Administrative Assistant, <br /> <br />proposing a joint City-County Rental Assistance Program, to be administered by City <br /> <br />personnel, pursuant to a request from the Henry County Board of Supervisors, in <br /> <br />order to avoid duplication of effort and as a convenience to the public. Council- <br /> <br />man West~ who had to leave the meeting at this point in order to keep an appointment <br /> <br />in Richmond early Tuesday morning (October 25th)~ reiterated his previously-expressed <br /> <br />objections to such "Federal" programs as "rental assistance" but, in so doing~ <br /> <br />emphasized that he is not opposed to working cooperatively and jointly with Henry <br /> <br />County in projects of mutual interest. Upon motion, duly seconded and unanimously <br /> <br />carried (by the four remaining members of Council)~ Council approved this proposal <br /> <br />and, also, concurred in Vice-Mayor Cole's request for regular and complete <br /> <br />financial reports. <br /> <br />Council received a report from Assistant City Manager-Public Works Director George W. <br /> <br />Brown indicating that~ with the installing of certain equipment at the City's sewage <br /> <br />treatment plant necessary to the secondary treatment facilities nearing completion, <br /> <br />odors--against which a petition of complaint was received by Council at its October <br /> <br />10th meeting from residents of the nearby section of Mulberry Road (and Forest Park)-- <br /> <br />are being abated, although there may yet remain problems of this kind from up-stream <br /> <br />indistrial plants, over which the City has no control. <br />
