Flanagan~ of Lanier Road~ presented an estimate of "cost and profit" <br /> <br />which Martinsville Cablevision might incur and realize~ on the basis of Mr. Flanagan's <br /> <br />findings, should the requested monthly subscriber rate increase be allowed and (should) <br /> <br />Martinsville Cablevision add Channel 17 from Atlanta~ Georgia. Mr. George M. Chapman, <br /> <br />of 711 Beverly Way~ expressed the opinion that Martinsville Cablevision's financial <br /> <br />operations are lucrative and also registered his objection to the replacing of <br /> <br />Channel 4 (an "educational television station" in Chapel Hill, North Carolina) with <br /> <br />Channel 17. Councilman Oakes expressed the hope that~ should Council approve the <br /> <br />requested ordinance amendments, Channel 4 would not be supplanted by Channel 17. <br /> <br />Upon motion, duly seconded, Council adopted the following amendments (by ordinance) <br /> <br />to the "CATV" franchise ordinance~ all members voting in the affirmative with the <br /> <br />exception of Vice-Mayor Cole, who voted against the motion (to adopt the amendments) <br /> <br />in representation of those subscriber citizens living on fixed incomes: <br /> <br />WHEREAS~ Multi-Channel T. V. Cable Co. of Mansfield, T/A Martinsville Cable <br />Vision, has petitioned the Council of the City of Martinsville for an amendment <br />to its Franchise Ordinance whereby it would be permitted to increase its monthly <br />service and maintenance charge to each subscriber from six dollars and fifty <br />cents ($6.50) to seven dollars and fifty cents ($7.50), for a single receiver, <br />and its monthly charge for each additional receiver from one dollar ($1.00) to <br />one dollar and twenty-five cents ($1.25)~ and has represented to said Council <br />that it will not charge the increased rates unless and until Channel 17 has been <br />made available to its customers; now~ therefore, <br /> <br />BE IT ORDAINED bJ the Council of the City of Martinsville~ Virginia~ in <br />regular session held on October 24, 1978, that that certain ordinance~ popularly <br />known as the Cablevision Franchise Ordinance~ originally enacted on March 22~ <br />1966, and amended on December 11~ 1973, and on February 24, 1976~ be amended so <br />that Sections 2, 8~ and 24 thereof shall read as follows: <br /> <br />"Section 2. Grant of Authority. Subject to the provisions~ conditions <br />and restrictions hereinafter set forth~ there is hereby granted to Multi- <br />Channel T. V. Cable Co. of Mansfield~ T/A Martinsville Cable Vision~ <br />Grantee, for a period of fifty-nine (59) months from November 1~ 1978, <br />the right to use the streets of the City to operate and maintain a <br />community antenna television system within the limits of the City, and for <br />these purposes to acquire~ install~ maintain and use cables~ wires and <br />appliances over and along and to run cables and wires in~ under and over <br />and along the streets within the corporate limits of the City as said <br />corporate limits now exist or may hereafter be extended or altered within <br />the period of this franchise." <br />
