<br />_~ J <br /> <br />TUESDAY <br /> <br />OCTOBER 24~ 1978 <br /> <br />"outside\! sources for po,",,!er; however, the grm,Tth of the City and its system~ along <br /> <br />with the refusal of the voting citizens on t~ree subsequent occasions (through bond <br /> <br />referenda) to finance the cost of expanding the system's generating capacity~ has <br /> <br />left the Danville system no alternative but to purchase additional energy requirements. <br /> <br />Upon motion, duly seconded and unanimously carried, Council adopted the following <br /> <br />-- <br /> <br />resolution setting forth the exact language to be used in stating the question to <br /> <br />appear on the ballot for the special election to be held December 19~ 1973~ having to <br /> <br />do with the proposed amending of the City's Charter to the extent described in said <br /> <br />resolution and relating to bond issues for the City's hydro-electric projects: <br /> <br />~~IEREAS~ the State Board of Elections has requested that the Council of <br />the City of Martinsville pass a resolution setting forth the exact <br />language to be used in stating the question to appear on the ballot for <br />the special election to be held in Martinsville~ Virginia, on December <br />19, 1973, pursuant to the resolution heretofore adopted by said Council <br />on September 26, 1978; now~ therefore, <br /> <br />BE IT RESOLVED by the Council of the City of Martinsville~ Virginia, in <br />regular session held on October 2~~ 1973~ that the wording of the question <br />to appear on the ballot for said special election to be held on Dece;:nber <br />19, 1978~ in Hartinsville, shall be as follows: <br /> <br />S:l.all the Virginia General Assembly be requested to amend Section 3 <br />of Chapter 11 of the Charter of the City of ~~rtinsville to provide <br />that~ in case of a bond issue for hydro-electric projects, the life <br />of the facility may be estimated to be as long as fifty (50) years? <br /> <br />/'-'" <br /> <br />BE IT FURTHER RESOLVED by said Council that its Clerk shall forthwith certify <br />copies of this resolution to the State Board of Elections and to the <br />~~rtinsville City Electoral Board. <br /> <br />With reference to its continuing consideration of a revised "CATV" franchise ordinance <br /> <br />for Martinsville Cablevision, as presented to Council on September 26~ 1978~ by Mr. <br /> <br />Douglas K. Frith~ Attorney at Law and Counsel for said ~Iartinsville Cablevision (and/or <br /> <br />Multi-Channel T. V. Cable Company of ~v:ansfield~ "franchisee")~ and on the basis of <br /> <br />studies made by Vice-Mayor Cole and with the assent of Hartinsville Cablevision and its <br /> <br />counsel~ Council agreed to limit its actions thereon tb- the requested subscr:Lber rate <br />
