<br />~ ~-'... <br />/ <br />~ f....J <br /> <br />TUESDAY <br /> <br />OCTOBER 24~ 1978 <br /> <br />agency's studies of several potential water impoundment (i.e., flood control) <br /> <br />projects under consideration by the agency, particularly within the Dan River Basin~ <br /> <br />feasibilities of which are contingent upon cost ratios and values placed upon flood <br /> <br />control, water supply~ and recreational usages, noting that the proposed "Stuart <br /> <br />Project", a darn which would be built some distance below the City's "Ridgeway Darn <br /> <br />Project" and would inundate not only this project but the City's sewage treatment <br /> <br />(water pollution control) plant~ more than likely will be declared not feasible; <br /> <br />thus~ further consideration of the Engineers' "Stuart Project" would be useless and <br /> <br />the only alternative for the Corps of Engineers for a project along Smith River <br /> <br />would be a joint project with the City~ for which the City would pay for the power <br /> <br />generation facilities cost (and would obtain the benefit therefrom) and the Federal <br /> <br />Government would pay for the flood control costs. Even so~ Mr. Wilson pointed out, <br /> <br />Federal funds for such a project would not be available for at least another ten <br /> <br />years. Also, in response to a direct inquiry, Mr. Wilson assured the Council that <br /> <br />the Corps of Engineers has no jurisdiction whatsoever over water impoundment and/or <br /> <br />hydro-electric projects such as that being contemplated by the City. Mr. Wilson <br /> <br />pointed out, further~ that many water impoundments (though, technically, in their <br /> <br />planning stages would carry no recreational values)~ once constructed, have developed <br /> <br />into valuable recreational facilities and it is anticipated that such development and <br /> <br />usage would attach itself to the City's project, if constructed. In addition~ while <br /> <br />(perhaps) not to the extent as the Engineers' "Stuart Project"~ flood control values <br /> <br />would accrue from the City's project. <br /> <br />Also~ upon invitation of the Council, Mr. E. C. Yerks~ Director of the City of <br /> <br />Danville's Electric Utility Department~ accompanied by his assistant~ Mr. Harold Cole~ <br /> <br />appeared before Council and presented a historical sketch of the development of <br /> <br />Danville's electric utility system which, for many years~ was not dependent upon <br />
