<br />-' <br /> <br />TUESDAY <br /> <br />OCTOBER 24~ 1978 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville~ Virginia~ <br /> <br />with Mayor William D. Hobson presiding~ was held Tuesday~ October 24, 1978, in the <br /> <br />Council Chamber~ City Hall~ beginning at 7:30 P.M.~ all members being present, viz., <br /> <br />William D. Hobson, Mayor; William C. Cole, Jr.~ Vice Mayor; Barry A. Greene~ L. D. Oakes; <br /> <br />and Francis T. West. <br /> <br />After the invocation~ Council approved--as recorded--the minutes of its regular meeting <br /> <br />held October 10, 1978. <br /> <br />Before beginning its regular order of business~ Council recognized Mrs. Hazel F. Rist, <br /> <br />recently retired as an employee of the City~ and presented to her a token in <br /> <br />appreciation of her service to the City~ which began as a Patrolmother (School Crossing <br /> <br />Guard) in 1950 and later as a part-time clerk-typist in the Police Department, followed <br /> <br /> <br />by a full-time position as clerk-typist (in 1968) in this department until January~ <br /> <br /> <br />1978, after which--until May 31~ 1978--she served as a Patrolmother. <br /> <br />- <br /> <br />Council announced that the following citizens have agreed to serve as a special <br /> <br />"Citizens Committeeli to study the City's proposed hydro-electric project on Smith <br /> <br />River ("Ridgeway Darn Project") and to advise Council thereon: Messrs. George B. Adams, <br /> <br />Jr.~ Henry W. Bartholomay, Joseph R. Cobbe~ Bruce Dallas, Ben F. Gray~ Aaron D. Harrell~ <br /> <br />R. Stephens Pannill, John D. Richmond, Richard M. Simmons~ Jr., J. B. Travis, and <br /> <br />Robert A. Williams. (Note: At the conclusion of presentations related to this <br /> <br />project~ as hereinafter described, this special committee convened and held its <br /> <br />organizational meeting and elected Mr. Adams as Chairman.) <br /> <br />At the invitation of Council, Mr. John Wilson~ of the Wilmington District of the <br /> <br />U. S. Army Corps of Engineers~ appeared before Council and apprised Council of the <br />
