<br />J8 <br /> <br />TUESDAY <br /> <br />OCTOBER 10, 1978 <br /> <br />Mr. John D. Hodges, of 1800 Mulberry Road, appeared before Council with a petition, <br /> <br />signed by some ninety-seven residents of that area of the City, registering "..... a <br /> <br />complaint to the effect that the odor circulating in the Forest Park-Mulberry area is <br /> <br />unbearable and ....." that in their belief the odor could be hazardous to their health. <br /> <br />While the complainants did not claim knowledge of the origin for this condition, inferences <br /> <br />were made to the effect that the source could well be the City's Sewage Treatment (Water <br /> <br />Pollution Control) Plant located across Smith River from that section of the Forest Park <br /> <br />area, now in the final stages of being updated for secondary treatment, as required by the <br /> <br />State Water Control Board. Meanwhile, as City Manager Noland pointed out, the possibility <br /> <br />that a nearby private industrial facility could be a contributing factor in this case was <br /> <br />not discounted; nevertheless, Council was apprised of the fact that several new pieces of <br /> <br />equipment at the City's treatment plant have malfunctioned and, when replaced (as they are <br /> <br />now being so replaced), no problem such as cited by the area residents should arise <br /> <br />thereafter. <br /> <br />In connection with the September 26th appearance before Council by Miss Phyllis Coleman, <br /> <br />Henry County Project Planner, at which time she requested that Council join with the Henry <br /> <br />County Board of Supervisors to establish a Martinsville-Henry County Clean Community <br /> <br />Commission, Council unanimously adopted the following resolution to this end and, in so <br /> <br />doing, appointed Mrs. Marjorie D. Midkiff and Messrs. J. Ronald Ferrill, John T. McCauley, <br /> <br />Jr., Melvin Wooding, and City Recreation Director Herbert O. Hughes as the City's members <br /> <br />of a joint Project Team for said System: <br /> <br />WHEREAS, the County of Henry and the City of Martinsville desire to <br />improve the physical quality of community life; and <br /> <br />WHEREAS, the expense of collecting and disposing of loose refuse is <br />an ever-increasing expense to the county and the city; and <br />
