<br />~ (' <br /> <br />-" t"'"<g <br /> <br />TUESDAY <br /> <br />SEPTEMBER 12, 1978 <br /> <br />Upon motion, duly seconded and unanimously carried, Council approved the request filed <br /> <br />with Council on August 8, 1978 by Poff Construction, Inc., Christiansburg, Virginia, <br /> <br />seeking a modification of Special-Use Permits issued to (1) Earle W. Greene on October <br /> <br />10, 1972 and (2) James E. Long Construction Company on May 22, 1973 to allow petitioner <br /> <br />to construct an apartment complex (consisting of 152 units) on Salmon Street, more <br /> <br />specifically described in the following report and recommendation (which Council <br /> <br />accepted) submitted under date of September 8, 1978 by the City's Planning Commission: <br /> <br />- <br /> <br />The Planning Commission at its meeting on Tuesday, September 5, 1978, <br />gave consideration to Council's reference of a request submitted by <br />Mr. N. Thomas Poff of Poff Construction Company asking that a <br />modification of the Special Use Permit which is being transferred to <br />him allowing for the construction of 226 apartment units on property <br />just east of Salmon Street, the modification to consist of a complete <br />rearrangement of the complex and a reduction in the number of units <br />to 152. <br /> <br />Following a study of the new plan and appr1s1ng Mr. Poff of all of the <br />conditions of the Special Use Permit issued initially to Mr. Earle W. <br />Greene and thence a second phase Special Use Permit to Mr. James E. Long <br />Construction Company, the two permits totaling 226 units, the Commission <br />voted to recommend to Council that this request be granted and that the <br />plans be modified to those presented by Mr. Poff and that all of the <br />requirements established in the prior Special Use Permit be complied <br />with in this development. These requirements were set forth in two <br />letters, one dated October 12, 1972, addressed to Mr. Earle W. Greene, <br />and one dated May 24, 1973, addressed to Mr. James E. Long Construction <br />Company, and should be made a part of this modification. <br /> <br />..- <br /> <br />In 1962 in acquiring the right-of-way for the widening of Route 58, the <br />City made an agreement with Mr. George C. Salmon that at such time as <br />his property was developed the City would provide a crossover through <br />the median, subject to the approval of the Highway Department and at <br />such location as would be agreed upon at that time. Subsequent to <br />Mr. Greene's application for a Special Use Permit for the apartment <br />complex, the City and Mr. Salmon agreed on a location for a crossover <br />and an application was made to the Department of Highways for approval <br />of the construction of this crossover, which approval was received in <br />September of 1973. At this same time Mr. Salmon agreed to donate to the <br />City the property necessary to install a deceleration lane going east on <br />58 at the entrance to the apartment complex. The construction of this <br />deceleration lane was made a part of the Special Use Permit issued to <br />Mr. Greene and was to be provided at no cost to the City. <br /> <br />The Commission feels that the reduction of the number of apartments in <br />this complex will create a better situation in this area and is in the <br />best interest of the City as a whole. <br />
