<br />26 <br /> <br />SEPTEMBER 12, 1978 <br /> <br />TUESDAY <br /> <br />In connection with recent publicity given to certain conditions existing in, and <br /> <br />abusive usages of, the City's several recreational parks, all of which (conditions <br /> <br />and usages) are negating the purposes for which these facilities were constructed and <br /> <br />are intended, Mayor Hobson announced the appointment of Messrs. Joseph E. Finley and <br /> <br />Harry P. Varn as a special committee to study ways and means, and report thereon to <br /> <br />the Council, by which these conditions might be ameliorated and the abusive usages <br /> <br />abated in order that these parks again become attractive and safe for the enjoyment <br /> <br />by the City's general public. In addition, Mayor Hobson, on behalf of the City, <br /> <br />acknowledged with appreciation the efforts already underway, under the direction and <br /> <br />sponsorship of the local Muslim group, toward restoring Community Park to its original <br /> <br />attractiveness and safety. <br /> <br />Mr. Robert Dowd, Physical Planner on the staff of the West Piedmont Planning District <br /> <br />Commission, appeared before Council and commented on a WPPDC-initiated proposal that all of <br /> <br />the governmental jurisdictions within the WPPDC area prepare and file with the WPPDC a <br /> <br />Capital Improvements Program for each jurisdiction, to be updated annually, with emphasis <br /> <br />on regional projects and priorities to meet the WPPDC area's basic needs, with the first <br /> <br />compilation thereof scheduled for June 30, 1979. Councilman Greene, a member of the WPPDC <br /> <br />Commission, cited the need for the City to review its related comprehensive plans and <br /> <br />capital outlay programs, some segments of which are now out-dated and other segments having <br /> <br />already been implemented, meanwhile suggesting that public hearings be conducted to <br /> <br />ascertain citizens' opinions as to the City's capital outlay needs and priorities and that, <br /> <br />hopefully, the WPPDC would assist the City in an up-dating of said plans and programs. <br /> <br />Assistant City Manager-Public Works Director George W. Brown urged that, should the City <br /> <br />participate in the WPPDC proposal, flexibility be maintained by the City as to its planned <br />
