<br />-i 1 <br />. , <br />, " <br />.IL <br /> <br />TUESDAY <br /> <br />AUGUST 22, 1978 <br /> <br />Upon being advised of the possibility of the City's qualifying for a grant (in addition <br /> <br />to that already approved) to finance the cost of additional improvements to the City's <br /> <br />Senior Citizens Center, and as an alternate to a similar grant application authorized <br /> <br />by Council on April 11, 1978 (for an amount of $27,548.87) which could not be approved <br /> <br />because of reduced Federal-State funds for such purposes, Council unanimously authorized <br /> <br />the filing of an application for a grant of $20,450.00 for the purpose hereinbefore stated. <br /> <br />Upon motion, duly seconded and unanimously carried, Council appropriated--from the proceeds <br /> <br />to be realized from the sale of the City's "Old Armoryll property on Water Street--the sum <br /> <br />of $55,000.00 to finance the cost of constructing a general purpose-storage building for <br /> <br />the City's Recreation Department within the City's Warehouse-Shop site complex, to replace <br /> <br />facilities no longer available because of the sale of the above-cited property, formerly used <br /> <br />by the Recreation Department. <br /> <br />Council acknowledged receipt of an Appraisal Report on the City of Martinsville's Hydro- <br /> <br />Electric Development project and study, as prepared by R. W. Beck & Associates, the City's <br /> <br />engineers-consultants for such project study. In so doing, Council called for a special <br /> <br />meeting, on a date yet to be determined, for the purpose of giving detailed consideration <br /> <br />to the report and its findings, to which meeting all community leaders, including the Henry <br /> <br />County Board of Supervisors and other Henry County officials, as well as all interested <br /> <br />citizens, are to be invited and urged to attend in order that everyone might be informed as <br /> <br />to the scope and feasibility of said project and (that) Council might have the benefit of <br /> <br />total community advice thereon. In addition, Council indicated its desire to confer, at an <br /> <br />appropriate time, with Mr. John Vaughn, Vice President of Appalachian Power Company, on <br /> <br />APCo's ability and potential to serve the City's future electrical needs; and, also, with <br />
