<br />l' <br />_L., <br /> <br />TUESDAY <br /> <br />AUGUST 22, 1978 <br /> <br />/-- <br /> <br />Ayes <br /> <br />Nays <br /> <br />Mayor Hobson <br />Vice-Mayor Cole <br />Councilman Greene <br /> <br />Councilman Oakes <br />Councilman West <br /> <br />Thus, the motion carried. <br /> <br />In tentative acceptance of the Planning Commission's recommendation, Council called for a <br /> <br />duly-advertised public hearing to be conducted by Council at its forthcoming September 12th <br /> <br />~ <br /> <br />meeting on a proposal, initiated by the City before the Commission, to rezone from "R-6 <br /> <br />Residentialll to "M-3 Industrialll all of those properties within the block bounded by Water <br /> <br />Street, Ellsworth Street, and the new extension of Mulberry Road, with the exception of those <br /> <br />lots therein on which houses presently exist. <br /> <br />Assistant City Manager-Public Works Director George W. Brown reported on the conference he, <br /> <br />along with Mayor Hobson and Vice-Mayor Cole, had with representatives of the Federal Housing <br /> <br />& Urban Development Administration in Washington, D. C., August 18, 1978, on the City's <br /> <br />impending application for Federal UDAG funding of the major cost of proposed improvements to <br /> <br />the City's water utility system, noting that the local "capital investment ratio" is a major <br /> <br />factor in consideration given by the HUD agency to such applications. In addition, Mr. Brown <br /> <br />reported that additional information is being compiled and that the final application should <br /> <br />,- <br /> <br />be ready to be delivered (to the Richmond review office) on August 25th. <br /> <br />Mr. J. Ronald Ferrell, Chairman of the local Highway Safety Commission, appeared before <br /> <br />Council and reviewed the history of the Commission and described the variety of activities <br /> <br />sponsored and/or conducted by the Commission in the interest of highway safety. Pursuant to <br /> <br />Mr. Ferrell's request on behalf of the Commission and in accordance with revised State <br /> <br />statute(s), enlarging the scope of such commissions, Council unanimously re-named this agency <br /> <br />as the Martinsville Transportation & Safety Commission. <br />
