In tentative acceptance of the Planning Commission's recommendation, Council called for a duly-advertised public hearing to be conducted by Council at its forthcoming September 12th ~ meeting on a proposal, initiated by the City before the Commission, to rezone from "R-6 Residentialll to "M-3 Industrialll all of those properties within the block bounded by Water Street, Ellsworth Street, and the new extension of Mulberry Road, with the exception of those lots therein on which houses presently exist. Assistant City Manager-Public Works Director George W. Brown reported on the conference he, along with Mayor Hobson and Vice-Mayor Cole, had with representatives of the Federal Housing & Urban Development Administration in Washington, D. C., August 18, 1978, on the City's impending application for Federal UDAG funding of the major cost of proposed improvements to the City's water utility system, noting that the local "capital investment ratio" is a major factor in consideration given by the HUD agency to such applications. In addition, Mr. Brown reported that additional information is being compiled and that the final application should ,- be ready to be delivered (to the Richmond review office) on August 25th. Mr. J. Ronald Ferrell, Chairman of the local Highway Safety Commission, appeared before Council and reviewed the history of the Commission and described the variety of activities sponsored and/or conducted by the Commission in the interest of highway safety. Pursuant to Mr. Ferrell's request on behalf of the Commission and in accordance with revised State statute(s), enlarging the scope of such commissions, Council unanimously re-named this agency as the Martinsville Transportation & Safety Commission.
