Michael Grubbs, Administrative Assistant to the City <br /> <br />Manager, informed Council that Federal guidelines, while directed principally to the <br /> <br />elder1y-and-handicapped homeowners, do not provide for the age restriction (i.e., <br /> <br />qualifying homeowners sixty years of age or over) established by the City for the first <br /> <br />year's operation of this program and, therefore, the City's application for the second <br /> <br />year funding might not be approved unless the City eliminates this restriction. Council <br /> <br />was also informed that the City's Welfare Board recently declined to recommend <br /> <br />continuation of the program because of the proposed relaxation of the age restriction. <br /> <br />Speaking on behalf of the program as it has developed under the City's first year of <br /> <br />operation but not as to eligibility requirements, members of the City's Social Services <br /> <br />Department (Mrs. Mabelle S. King, Director, and Mrs. Mary Nystrom and Mrs. Jackie <br /> <br />Davenport, Social Workers), who are involved only with the eligibility aspects of <br /> <br />applications for winterization services, apprised Council of the fact that most of the <br /> <br />recipients of these services are "non-welfare" citizens and all are deserving and <br /> <br />appreciative of this form of assistance which, otherwise, they could not provide for <br /> <br />themselves because of limited and fixed incomes. Councilman Greene, in support of the <br /> <br />Winterization Advisory Board's recommendation, offered the following three-part motion <br /> <br />(which failed because of lack of a second): that Council (1) authorize the filing of an <br /> <br />application for winterization funding for the year beginning October 1, 1978; (2) review <br /> <br />the program at the end of six months to determine whether Council desires to continue the <br /> <br />program further; and (3) revise the eligibility requirements pursuant to reported Federal <br /> <br />guidelines. A substitute motion, offered by Councilman Oakes and seconded by Councilman <br /> <br />West, with Mr. West reviewing his reasons for abstaining on a similar authorizing motion a <br /> <br />year ago, containing only the first two parts of Councilman Greene's motion, carried with <br /> <br />Councilmen Oakes and West and Vice-Mayor Cole voting for the motion, with Councilman Greene <br /> <br />voting against the motion, and with Mayor Hobson abstaining; thus, the application filing <br /> <br />(for funding for the year beginning October 1, 1978) and the six-months' review were authorized. <br />
