<br />leG <br /> <br />TUESDAY <br /> <br />AUGUST 8, 1978 <br /> <br />Council unanimously referred to the Planning Commission--for its consideration and <br /> <br />recommendation--a request filed by Poff Construction, Inc., Christiansburg, Virginia, <br /> <br />seeking a modification of a Special-Use Permit issued by Council on May 22, 1973, to <br /> <br />James E. Long Construction Company (which firm never exercised the permit privilege), <br /> <br />to enable Poff Construction to construct 152 apartment units on Salmons Street. <br /> <br />Council unanimously concurred in the Virginia Department of Highways & Transportation <br /> <br />request for an "A-95 Review" procedure to enable said Highway Department to "get in line" <br /> <br />for Federal funds for (a) acquisition of right-of-way on the proposed Spruce Street <br /> <br />reconstruction project and (b) cost of preliminary engineering for a "tie-in" of <br /> <br />Liberty Street with a proposed Route 108 reconstruction project. <br /> <br />Council unanimously referred to the Planning Cornmission--for its consideration and <br /> <br />recommendation--a request filed by The Covington Company, owner-operator of Patrick <br /> <br />Henry Mall, seeking permission to construct a "Photo Booth" at a specified location within <br /> <br />the Mall, which request Council classified as an application for a Special-Use Permit <br /> <br />inasmuch as the City can not issue a building permit therefor under the terms and <br /> <br />conditions sought by applicant. <br /> <br />Council filed, for future consideration, a petition seeking the construction of curb-and- <br /> <br />gutter along C1earview Drive, between existing curb-and-gutter and the entrance to the <br /> <br />Finney-Blackard "C1earview Palace" Subdivision development. <br /> <br />Councilman West, referring to a James J. Kilpatrick "column" in the August 8th edition of <br /> <br />the "Martinsvi11e Bulletin", describing mis-management and abuses in the Federal Government's <br /> <br />CETA program, requested of City Manager Noland a report and analysis of the City's CETA <br /> <br />program operation. <br />
