<br />\1 <br />J ~~ <br /> <br />TUESDAY <br /> <br />AUGUST 8, 1978 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsvi11e, Virginia, <br /> <br />with Mayor William D. Hobson presiding, was held Tuesday, August 8, 1978, in the <br /> <br />Council Chamber, City Hall, beginning at 7:30 P.M., all members being present, viz., <br /> <br />William D. Hobson, Mayor; William C. Cole, Jr., Vice Mayor; Barry A. Greene; L. D. Oakes; <br /> <br />and Francis T. West. <br /> <br />Following the invocation, Council approved--as recorded--the minutes of its regular <br /> <br />meeting held July 25, 1978. <br /> <br />Upon motion, duly seconded and unanimously carried, and in conjunction with a recent action <br /> <br />of the West Piedmont Planning District Commission, Council appointed Mr. Richard A. <br /> <br />Prillaman as an at-large member of said Commission's Physical Planning Policy Advisory <br /> <br />Committee for an unexpired term ending June 30, 1979. <br /> <br />City Manager Noland reported to Council the fact that an "A-95" review process (for the <br /> <br />second time) is underway before the West Piedmont Planning District Commission on the <br /> <br />City's pending application for Federal UDAG funding for proposed water system improvements. <br /> <br />City Manager Noland brought to Council's attention the fact that, if Council desires that <br /> <br />the City continue its winterization program for a new year beginning October 1, 1978, an <br /> <br />application for funding should be filed forthwith. In connection therewith, Mr. Charles D. <br /> <br />Mattox, Winterization Program Coordinator, informed Council that some thirty-five local <br /> <br />homes have been processed to date, that thirty approved applications are on file for <br /> <br />"winterization", and that other applications are now in process stages. In addition, <br /> <br />Mr. Mattox reported that his Advisory Board recommends the extending of this program <br /> <br />under revised eligibility requirements, i.e., to remove the age restriction which has <br />
