<br />i;J <br /> <br />TUESDAY <br /> <br />JULY 25, 1978 <br /> <br />construct an additional twelve apartment units at or near the intersection of Spruce Street <br /> <br />with Berkshire Place, and in acceding to Mr. Custer's attorney's request (inasmuch as his <br /> <br />attorney and counsel could not be present at the meeting herein covered by these minutes) that <br /> <br />Council defer action on this matter, Council called for a duly-advertised public hearing to be <br /> <br />conducted at Council's forthcoming August 22nd meeting on said application. <br /> <br />- <br /> <br />Pursuant to Council's action taken during its special meeting held July 17, 1978, Assistant <br /> <br />City Manager-Public Works Director George W. Brown informed Council that the procedures <br /> <br />therein authorized have been put into motion, culminating in the preparation--for Council's <br /> <br />action--of a final and/or formal application seeking Federal funding, under the Urban <br /> <br />Development Action Grant Program, of the cost of certain water system improvements projects. <br /> <br />In a "background" review, Mr. Brown pointed to the need for such improvements, i. e., development <br /> <br />by the City of its own resources (which the City's engineering consultants have deemed sufficient <br /> <br />and feasible) to supply an increasing demand for water by the City's customers, particularly its <br /> <br />industrial customers who have expanded--or are contemplating expanding--their production <br /> <br />facilities within the City. Reference was also made to the Metropolitan/Regional Comprehensive <br /> <br /> <br />Water & Wastewater Disposal Plan (Update) which initially (before being updated) contemplated <br /> <br /> <br />joining the City's water supply system, at certain points, with the Henry County Public Service <br /> <br /> <br />Authority's water supply system; however, the updated plan, as approved by the West Piedmont <br /> <br />Planning District Commission and/or "A-95 Review", recognizes the inability of the Public <br /> <br />Service Authority's present system to be of any significant value to the City, except that it <br /> <br />might connect its Ridgeway water treatment plant (should it construct the required transmission <br /> <br />line) to the City's water customers in the City's Industrial Park, with recognition also given <br /> <br />to the inability of the PSA to develop additional water treatment and transmission facilities <br /> <br />within the near future.
