<br />n,S <br />..J <br /> <br />TUESDAY <br /> <br />JULY 25, 1978 <br /> <br />not preclude the development by the City of its own facilities to meet an urgent and <br /> <br />growing demand from the City's water customers. Furthermore, should the grant application <br /> <br />(for Federal funding) be approved by the Federal Housing & Urban Development Agency. the <br /> <br />City could proceed immediately to expand its supply and treatment facilities (to meet the <br /> <br />pressing need) without increasing its water tariff or rates to its customers and, at the <br /> <br />same time. not impede joint City-County (PSA) water development efforts in other directions. <br /> <br />Mr. Jack E. Dalton. a member of both the Henry County Board of Supervisors and the West <br /> <br />Piedmont Planning District Commission. appearing before Council on this matter, contended <br /> <br />that the City would be in violation of said Regional Plan if it proceeds to develop its <br /> <br />water resources in the manner proposed, i.e., not in conjunction with the Henry County <br /> <br />Public Service Authority; however, Mr. Dalton was advised by City Attorney Worthy that his <br /> <br />(Mr. Dalton's) objections should have been presented at the time the "A-95 Review" process <br /> <br />took place. Mr. John M. Richardson, Jr., Administrator for the County of Henry. also <br /> <br />appearing before Council on this matter. informed the Council that the Henry County Board <br /> <br />of Supervisors has adopted two resolutions, copies of which will be forwarded to Council, <br /> <br />viz.. (1) recommending that Henry County and the City of Martinsville establish a joint <br /> <br />committee to study the water needs (and ways and means to meet those needs) of the two <br /> <br />jurisdictions. and (2) maintaining that the City will be in violation of said Regional Plan <br /> <br />if it proceeds in the manner proposed in its application for Federal (UDAG) funding. <br /> <br />Members of Council stated that it holds to the interpretation (of the updated Regional Plan) <br /> <br />that the City would not so be in violation. In addition, City Manager Noland pointed out that <br /> <br />the development by the City of its water resources, in the manner sought with Federal funding, <br /> <br />would substantially decrease the financial burden upon the Henry County Public Service <br /> <br />Authority. and ultimately upon the water consumers, because water transmission lines from the <br /> <br />PSA's proposed water treatment plant near Philpott Dam, some four-to-five miles from Bassett. <br /> <br />Virginia. and some twelve miles from Martinsville, all on Smith River. could be of smaller <br /> <br />size than would be otherwise required. In conclusion. Councilmen Greene and West presented <br /> <br />the following two prepared statements in support of authorizing the filing of the formal and <br /> <br />final UDAG application: <br />
