<br />S8 <br /> <br />THURSDAY <br /> <br />JUNE 8, 1978 <br /> <br />properties occupied by the Anchor Houses (No.1 and No.2), being tax-exempt, provide no <br /> <br />tax revenue to the City and, at the same time, enjoy tax-supported services (such as refuse <br /> <br />collection, fire and police protection) provided by the City, the cost of which is not <br /> <br />shared in by the other participating jurisdictions. Vice-Mayor Cole, having recently served <br /> <br />on a certification committee for Anchor House No.1, observed that the Anchor Houses are <br /> <br />meeting a great need. Meanwhile, Council indicated that it is unwilling to fund the entire <br /> <br />cost allocation requested of the City but, at the request of the Honorable J. English Ford, <br /> <br />Judge of the jurisdictional J&DR Courts, agreed to defer action on this matter, pending <br /> <br />further study of the allocation formula by the Anchor Houses Board. <br /> <br />Councilman West, along with other members of Council, commended Councilman Greene on his <br /> <br />analysis (relayed to Council under date of June 5, 1978) not only of the City Manager's <br /> <br />proposed 1978-79 City Budget but also of the City's financial condition, which analysis <br /> <br />included Councilman Greene's proposed measures to revise and/or finance said proposed budget, <br /> <br />principally by increasing estimated revenue from electric sales and from the Commonwealth for <br /> <br />keep of State-offense prisoners by the City's Prison Farm, predicated upon more current data, <br /> <br />by reducing or deleting certain proposed expenditures, by increasing local real estate and <br /> <br />machinery and tools tax rates by some 6%, and by using only some $350,000.00 estimated surplus <br /> <br />instead of the some $700,000.00 proposed. Councilman West, having expressed concurrence with <br /> <br />all of Councilman Greene's suggestions, with the exception of the proposed tax rate increases, <br /> <br />introduced a motion--du1y seconded and unanimously carried--to revise and/or amend the proposed <br /> <br />budget pursuant to Mr. Greene's suggestions, excepting the proposed tax rate increases, and <br /> <br />to direct the City Manager to reduce proposed expenditures by some $230,000.00. In response, <br /> <br />City Manager Noland recommended increasing property tax rates by some 8% to insure a <br /> <br />continuation of services and to provide some margin against 1979-80 budget year needs as well <br /> <br />as to institute and maintain the City's adopted pay ("merit") plan. <br />
