<br />THURSDAY <br /> <br />JUNE 8, 1978 <br /> <br />A special and duly-called meeting of the Council of the City of Martinsville, Virginia, with <br /> <br />Mayor William D. Hobson presiding, was held Thursday, June 8, 1978, in the Council Chamber, <br /> <br />City Hall, beginning at 1:00 P.M., for the purpose of studying City Manager Noland's proposed <br /> <br />City Budget for the fiscal year ending June 30, 1979. All members of Council were present, <br /> <br />viz., William D. Hobson, Mayor; William C. Cole, Jr., Vice Mayor; Barry A. Greene; L. D. Oakes; <br /> <br />and Francis T. West. <br /> <br />-, <br /> <br />After the invocation, Council began its study of the City Manager's proposed 1978-79 City <br /> <br />Budget, being in the total amount of $18,436,875.08, which proposed budget--accompanied by the <br /> <br />Manager's Budget Message--was presented to members of Council under date of May 26, 1978. <br /> <br />Appearing before Council, in connection with the Social Services section of the proposed budget, <br /> <br />were Welfare Board Members O. Randolph Minter (Chairman), David Gleasman, and Kermit E. Hairston, <br /> <br />and Mrs. Mabelle S. King, Director of the Social Services Department, who informed Council that <br /> <br /> <br />their departmental budget requests for 1978-79 might be reduced by some $20,000.00, which would <br /> <br />reduce the City's local cost by some $8,000.00. <br /> <br />Also appearing before Council were Messrs. Reed Wood and Lynwood Walker, Directors, and <br /> <br />Mrs. Jean Maxey, on behalf of the two local Anchor Houses, who explained that--pursuant to State <br /> <br />guidelines--the allocation of local budget costs have been converted from a population basis to <br /> <br />a usage basis, thus accounting for a larger-than-heretofore cost to the City, plus the fact that <br /> <br />the Anchor Houses' operating budget has been increasing from year to year. Councilman Greene <br /> <br />pointed out that such a cost allocation results in Martinsville, with 21% of the jurisdictional <br /> <br />population, bearing 41% of the localities' one-third cost share, excluding the fact that the <br />
