<br />TUESDAY <br /> <br />APRIL 25, 1978 <br /> <br />.- <br /> <br />Pursuant to duly-advertised notice, Council conducted a public hearing on the Martinsvi1le <br /> <br />Volunteer Fire Company's Application for a Special-Use Permit which, if approved, would <br /> <br />allow applicant to conduct its forthcoming 1978 Firemen's Bazaar (June 26th-July 1st) at <br /> <br />the parking lot of Martinsvi11e Senior High School. The Planning Commission, having <br /> <br />conducted its public hearing on this application on the basis of two sites, viz., said <br /> <br />High School parking lot and/or Liberty Heights Fairgrounds, recommended that Council deny <br /> <br />applicant's request (for use of said High School site) for reasons of probable conflict <br /> <br />of the bazaar with other on-going activities in the area and the probability of vandalism <br /> <br />occurring in professionally-occupied areas adjacent thereto. As an alternative, the <br /> <br />Commission recommended that such a permit be issued for usage of Liberty Heights Fairgrounds, <br /> <br />if arrangements therefor can be made by the Volunteer Fire Company. During the course of <br /> <br />discussion, and from a suggestion from City Manager Noland, a second alternative (or third <br /> <br />site) was suggested, being the area adjacent to the High School's Vocational Shop facility. <br /> <br />Meanwhile, representatives of the Volunteer Fire Company informed Council that, not <br /> <br />anticipating that its application might not be approved, a number of preliminary measures <br /> <br />have already been taken by applicant on the assumption that the High School parking lot <br /> <br />site would be approved and, therefore, applicant prefers that its application for this site <br /> <br />be approved. Dr. James E. Calkins, Superintendent of the City's Public School system, <br /> <br />informed Council that either of the two sites in the High School area would be acceptable to <br /> <br />the school system. As a matter of complying with statutory requirements and, at the same <br /> <br />time, in an effort to assist and cooperate with the Volunteer Fire Company by expediting <br /> <br />procedures involved, Council suggested that applicant select one of the two alternative <br /> <br />sites (i.e., in lieu of the High School parking lot) and file an amended application with <br /> <br />the Planning Commission, meanwhile duly directing that Council conduct jointly (if possible) <br /> <br /> <br />with the Planning Commission the required public hearing, with due notice thereof, on either <br /> <br />the High School's Vocational Shop site or Liberty Heights Fairgrounds, at Council's <br /> <br />forthcoming May 23rd meeting. <br /> <br />-- <br />
