<br />APRIL 11, 1978 <br /> <br />TUESDAY <br /> <br />....--.. <br /> <br />Pursuant to Council's directive (issued at its March 14th meeting), all information and <br /> <br />documents necessary to the filing of pre-application forms prerequisite to being invited <br /> <br />to file final application forms for Federal funding of projects described therein, under <br /> <br />the Community Development Block Grant (Small Cities), being for $105,200.00 for <br /> <br />recreational purposes, and under the Urban Development Action Grant program, were <br /> <br />presented for Council's review and action. Assistant City Manager-Public Works Director <br /> <br />George W. Brown, under whose supervision the information was compiled and the documents <br /> <br />were prepared, pointed out to Council that improvements to the City's water system, <br /> <br /> <br />estimated to cost $3,240,000.00 and of which $3,090,000.00 might be sought under the Urban <br /> <br /> <br />Development Action Grant program, are required if the City is to meet the needs of local <br /> <br /> <br />industry's expansion programs and, furthermore, if Federal funding of the cost of said <br /> <br />improvements is not made available (or the City is unable to qualify therefor) the financing <br /> <br />thereof will rest with the City. Mr. Brown also pointed out that, although the pre-application <br /> <br />filings do not require the including therewith of a Housing Assistance Plan, the City would be <br /> <br />required--if invited to file final application forms--to file an official Housing Assistance <br /> <br />Plan which, in Council's discretion, may be the City's present plan or some variation thereof. <br /> <br />In response to an inquiry on this point and as to any commitments or obligations incumbent <br /> <br />upon the City in so doing, City Attorney Worthy advised that the City can be committed or <br /> <br />obligated to nothing more than that which the City sets forth in such a plan. Councilman West, <br /> <br />in questioning Mr. Brown and referring to his comments on this subject during Council's March 14th <br /> <br />meeting, reiterated his conviction that the ultimate objective of the Federal Department of <br /> <br />Housing & Urban Development, which administers the grant programs hereinbefore mentioned, is to <br /> <br />break up concentrations of low-income-and-minority citizens (within cities) by dispersing such <br /> <br />citizens into housing in other (i.e., wealthier) neighborhoods and, further, the City faces <br /> <br />such a design or objective if it accepts grants under these programs or, if the City's <br /> <br />-, <br />
