In addition, <br /> <br />Councilman West suggested that the aforementioned Federal agency, through such grant <br /> <br />programs and funding, could be offering a bribe to localities to promote the dispersal of <br /> <br />low-income-and-minority citizens. Vice-Mayor Cole went on record as totally rejecting <br /> <br />the type of philosophy stated by Councilman West (in the foregoing) and although he <br /> <br />(Vice-Mayor Cole) claims little knowledge of Federal agencies such as Housing & Urban <br /> <br />Development and/or Health, Education & Welfare, he (Vice-Mayor Cole) has a fairly good <br /> <br />knowledge of the spirit of the City and its citizens and such a spirit will keep the City <br /> <br />moving in the right direction. Councilman Greene set forth a number of reasons in support <br /> <br />of filing the pre-applications, including (1) acceptance of the facts as presented, pertaining <br /> <br />to local industrial expansion plans and the need for the City to expand its water system, <br /> <br />(2) data to be supplied with the pre-application forms appear to meet Federal criteria, (3) <br /> <br />City Attorney Worthy's opinion, as set forth hereinbefore, and (4) in filing said pre-application <br /> <br />forms the City has everything to gain and nothing to lose. Mayor Hobson, in taking issue with <br /> <br />Councilman West's statement regarding the dispersal of certain citizens, expressed the opinion <br /> <br />that, if any great changes in housing patterns take place in Martinsvi1le, the impetus for <br /> <br />such changes would emanate more from the attitude displayed by Councilman West in this matter <br /> <br />than from the Federal Government's Housing & Urban Development agency. Councilman Oakes, <br /> <br />while expressing mixed feelings about the Federal funding and requirements, indicated that <br /> <br />he would support the motion (previously introduced by Vice-Mayor Cole and seconded by <br /> <br />Councilman Greene) to authorize the filing of the pre-application forms but with no <br /> <br />commitment to authorize the filing of the final application forms, if the City is invited <br /> <br />to file such forms. The motion carried, with Messrs. Hobson, Cole, Greene and Oakes <br /> <br />voting in the affirmative, and with Councilman West voting in the negative.
