<br />:8 <br /> <br />APRIL 11, 1978 <br /> <br />TUESDAY <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsvi1le, Virginia, <br /> <br />with Mayor William D. Hobson presiding, was held Tuesday, April 11, 1978, in the <br /> <br />Council Chamber, City Hall, beginning at 7:30 P.M., all members being present, viz., <br /> <br />William D. Hobson, Mayor; William C. Cole, Jr., Vice-Mayor; Barry A. Greene; L. D. Oakes; <br /> <br />and Francis T. West. <br /> <br />After the invocation, Council approved--as recorded--the minutes of its regular meeting <br /> <br />held March 28, 1978. <br /> <br />Upon recommendation of the Planning Commission, and in acceptance of same, Council <br /> <br />unanimously denied the property rezoning request of Mr. J. W. Jamison, as filed with <br /> <br />Council on March 14, 1978, in which Mr. Jamison sought a rezoning of his property at 516 <br /> <br />Fayette Street from "R-6 Residential" to "M-1 Industrial", the Planning Commission reporting <br /> <br />that to grant said request would constitute "spot zoning" and, also, would conflict with the <br /> <br />City's Land-Use Plan, plus the fact that proposed additions to a building existing on the <br /> <br />property could not comply with required setbacks in the category requested. <br /> <br />Council accepted and acknowledged with appreciation a donation of $6,985.40 from (and <br /> <br />through) the Martinsville Community Recreation Association, which sum Council appropriated <br /> <br />($2,500.00) toward the cost of replacing a tractor for the Recreation Department and <br /> <br />($4,485.40) toward the cost of replacing a fence (or portion thereof) at English Field. <br /> <br />On behalf of the Virginia Recreation & Park Society, Inc., and through the Martinsvi1le <br /> <br />Community Recreation Association, individual plaques (Volunteer Awards) were presented to <br /> <br /> <br />(1) the Martinsville Jaycees, (2) Mr. David N. Rogers, and (3) Mr. Milton A. Davis in <br /> <br />recognition of their time and efforts devoted during the past year to various recreational <br /> <br /> <br />programs operated within the City. <br />
