Pending receipt and <br /> <br />consideration and/or adoption of the City's 1978-79 budget, Council withheld formal action <br /> <br />on said requests, meanwhile directing that a letter from the Council be forwarded to said <br /> <br />Board, pointing out that--in the Council's opinion--these several officials are discharging <br /> <br />the duties of their offices in a commendable manner. <br /> <br />Coucil acknowledged receipt of the following bid proposals, submitted in response to the City <br /> <br />Manager's recent invitation, for the conduct of the City's annual audits: <br /> <br />Fiscal Years Ending June 30th <br /> <br />James K. Sells, CPA <br />Manning, Perkinson & Floyd, CPA's <br />Ford, Hogg & Cobbe, CPA's <br /> <br />1978 <br />$9,000 <br />$9,400 <br />$9,000 <br /> <br />1979 <br />$9,500 <br />$9,850 <br />$9,000 <br /> <br />1980 <br />$10,000 <br />$10,300 <br />$ 9,500 <br /> <br />1981 <br />$10,500 <br />$10,750 <br />$ 9,500 <br /> <br />1982 <br />$10,500 <br />$11,200 <br />$10,000 <br /> <br />Upon motion, duly seconded and unanimously carried, Council awarded the annual audit contract to <br /> <br />the low bidder, viz., Ford, Hogg & Cobbe, for the three fiscal years ending June 30th, 1978, 1979, <br /> <br />and 1980. <br /> <br />Mr. Tarleton R. Andes, Chairman of the Martinsvil1e Exchange Club's Freedom Shrine (Exhibit) <br /> <br />Committee, appeared before Council and requested (on behalf of said Club) that Council designate <br /> <br />the first-floor lobby of City Hall as the permanent site for said exhibit, with the Exchange Club <br /> <br />proposing to frame and suspend, with appropriate fixtures, the three sections of this exhibit, at <br /> <br />the Exchange Club's expense, expressing a preference for this location over the second-floor <br /> <br />lobby site proposed by City Manager Noland, reasons for which the City Manager presented in his <br /> <br />memoranda dated January 13, 1978 and March 24, 1978. After some discussion, and upon motion (duly <br /> <br />seconded) to "table" this matter, and with Vice Mayor Cole abstaining, the remaining members of <br /> <br />Council present voted in favor of the motion. <br /> <br />
