<br />06 <br />,<-i ' <br /> <br />TUESDAY <br /> <br />MARCH 28, 1978 <br /> <br />By letter dated March 21, 1978, Dr. John D. French informed Council that the Martinsvi1le <br /> <br />Convalescent Home is applying for a Certificate of Need which, if approved, will allow <br /> <br />this institution to add forty beds to its facility, plus expansion of supportive services, <br /> <br />located outside of the City on Spruce Street. In connection with said application, petitioner <br /> <br />seeks the support and endorsement of the City of Martinsvi1le. In response thereto, Council <br /> <br />advised that it is not in a position to assess the demand for said proposed addition and <br /> <br />expansion of services; however, commending the management in its attempt to meet such needs <br /> <br />as management determines as being apparent or foreseeable, Council also advised said <br /> <br />Martinsvi11e Convalescent Home that the City will continue to provide water and sewer <br /> <br />services, pursuant to terms and conditions attached to Council's action of October 26, 1965, <br /> <br />wherein and whereby the Council initially agreed to provide such utility services, and <br /> <br />contingent upon this institution's compliance with all applicable requirements, including the <br /> <br />City's land-use requirements. <br /> <br />In connection with a prior memorandum from City Manager Noland, pointing out the conflict <br /> <br />between the "Freedom of Information" laws and the "Privacy Act" laws as to public disclosure <br /> <br />of salaries of governmental employees, and with City Attorney Worthy advising that no statute <br /> <br />exists which either requires or prohibits such disclosure, Council unanimously established the <br /> <br />policy that individual salaries of City employees shall be disclosed to any local citizens, <br /> <br />upon request. <br /> <br />Council unanimously placed on first reading an ordinance amending the City's Water & Sewer <br /> <br />Code (Chapter 17, City Code), final adoption of which will fulfill the requirements attached <br /> <br />to the Federal EPA grant awarded and being applied to the cost of expanding the City's Water <br /> <br />Pollution Control (Sewage Treatment) Plant, completion of which is expected within the next <br /> <br />four months.
