<br />"" <br /> <br />TUESDAY <br /> <br />MARCH 14, 1978 <br /> <br />-- <br /> <br />City Manager Noland reported on the status of certain legislative bills, of special concern <br /> <br />to the City, as introduced in the 1978 Virginia General Assembly, which recently adjourned <br /> <br />and carried forward to its 1979 Session the proposed "Electric Authorities" bill. As to <br /> <br />HB #488, it now awaits Governor John Dalton's signature or veto and, if signed by the <br /> <br />governor, empowers--for example--the City of Martinsvil1e to acquire from Appalachian Power <br /> <br />Company, by condemnation proceedings (upon permission of the State Corporation Commission <br /> <br />to so institute), electric services and distribution lines (within the City) by which <br /> <br />Appalachian serves certain City residents and customers. Meanwhile, Vice-Mayor Cole urged <br /> <br />all members of Council to give their support, during the 1979 General Assembly Session, to <br /> <br />the proposed "Electric Authorities" bill, as recommended by the Virginia Municipal Electric <br /> <br />Association to the General Assembly in 1978. <br /> <br />Upon motion, duly seconded and unanimously carried, Council issued--for the remainder of <br /> <br /> <br />the calendar year (1978)--a permit to the Martinsvil1e Lodge No. 1752 of the Benevolent & <br /> <br /> <br />Protective Order of Elks to conduct Bingo Games at the Lodge's headquarters (corner of Fairy <br /> <br /> <br />Street and Commonwealth Boulevard), subject to Section 18.2-335 of the CODE OF VIRGINIA (1950, <br /> <br /> <br />and as amended) and to any other applicable statutes. <br /> <br />Upon being apprised (by City Manager Noland) of the dire need of replacing a worn-out <br /> <br />tractor, used by the Recreation Department in the maintenance and preparation of athletic <br /> <br /> <br />fields within the City, with a diesel-powered unit, Council appropriated the sum of $2,500.00 <br /> <br />to be donated by the Martinsvi11e Community Recreation Association and a like sum (of <br /> <br />$2,500.00) from Revenue-Sharing funds, for a total of $5,000.00, for the purchase of such a <br /> <br />uni t . <br /> <br />City Sheriff James L. Carter informed Council that, as a result of findings from a recent <br /> <br />survey and study conducted by a representative of the State Department of Welfare & Institutions, <br /> <br />his present staff should be increased by at least three additional personnel, with Sheriff Carter <br />
