<br />n,~ <br />;...JU <br /> <br />TUESDAY <br /> <br />MARCH 14, 1978 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsvi1le, Virginia, <br /> <br />with Mayor William D. Hobson presiding, was held Tuesday, March 14, 1978, in the Council <br /> <br />Chamber, City Hall, beginning at 7:30 P.M., all members being present, viz., William D. <br /> <br />Hobson, Mayor; William C. Cole, Jr., Vice Mayor; Barry A. Greene; L. D. Oakes; and <br /> <br />Francis T. West. <br /> <br />After the invocation, Council approved--as recorded--the minutes of its regular meeting <br /> <br />held February 28, 1978. <br /> <br />Mayor Hobson called to the attention of local citizens and business firms the City's <br /> <br />scheduled "Spring Clean-Up Week" to be conducted the last week in March and, in addition, <br /> <br />urged the citizens and business firms to cooperate and participate in this program. <br /> <br />Assistant City Manager-Public Works Director George W. Brown, as Chairman of the CBD <br /> <br />Commission, reported that said Commission recommends the development of a landscape- <br /> <br />streetscape and open-space plan for the City's downtown business district, for which there <br /> <br />is considerable interest on the part of the downtown business firms, as evidenced by an <br /> <br />endorsement by the Downtown Business Association and said Association's support thereof by <br /> <br />attempting to obtain contributions from the downtown business interests in the amount of <br /> <br />$5,000.00, being one-half of the estimated cost of landscape architect's fee for <br /> <br />developing and preparing such a plan. Upon motion, duly seconded, with Councilman Greene <br /> <br />abstaining (because of business interests in the downtown business area) and all other <br /> <br />members of Council voting in the affirmative, Council authorized the execution of a contract <br /> <br />with the firm of Moreth-Wilson, Landscape Architects, Richmond, Virginia, for the preparation <br /> <br />of such a plan, on a unit-cost basis and at an estimated total cost of $10,000.00, with the <br /> <br />City's net share of the cost being appropriated from Revenue-Sharing funds. <br />
