<br />TUESDAY <br /> <br />FEBRUARY 14, 1978 <br /> <br />-- <br /> <br />as a member of the "Special Task Force on Annexation", composed of representatives <br /> <br />of both the Virginia Municipal League and the Virginia Association of Counties, <br /> <br />which group has proposed a legislative outline toward resolving age-old annexation <br /> <br />problems in Virginia. Councilman Greene, meanwhile, reported that it now appears <br /> <br />that his group's proposal will be rejected by the respective legislative sub- <br /> <br />committee in favor of legislation proposed by Delegate Thomas J. Michie, Jr., of <br /> <br />Charlottesville, thus negating the efforts and time devoted by the Special Task <br /> <br />Force, whose recommendations represented the first proposal ever developed jointly <br /> <br />by the "cities and counties". <br /> <br />- <br /> <br />With further reference to impending legislation, School Board Chairman W. K. Putney <br /> <br />and School Superintendent James E. Calkins informed Council that the funding of <br /> <br />public education in Virginia, as proposed in the Governor's biennial budget (for <br /> <br />1978-79 and 1979-80), will shift more of the financial burden upon local governments <br /> <br />and will penalize those school districts which exert more local financial effort <br /> <br />than do other school districts and localities, resulting in a probable loss of <br /> <br />State funds in the $100,000.00-$200,000.00 range over the next two years for the <br />City of Martinsvil1e. <br /> <br />.- <br /> <br />City Manager Noland called Council's attention to the impending shortage of electric <br /> <br />energy because of the on-going strike of unionized coal miners, which shortage may <br /> <br />result in mandatory curtailment of electric energy usage and seriously and adversely <br /> <br />affect the economy of those areas dependent upon coal-produced electric energy. In <br /> <br />connection therewith, and with Council's plea that the public voluntarily conserve <br /> <br />energy, Council was informed that the members of the Downtwon Business Association <br /> <br />were already in the process of reducing their "store hours" on a voluntary basis in <br /> <br />their effort to conserve electric energy in order that local industries might continue <br />
