<br />16 <br /> <br />TUESDAY <br /> <br />FEBRUARY 14, 1978 <br /> <br />Council ordered filed, for its forthcoming 1978 annual review of requests for <br /> <br />curb-and-gutter-and/or-sidewa1k construction, a petition signed by some <br /> <br />thirteen property owners requesting the construction of curb-and-gutter along <br /> <br />Bethel Lane, from Commonwealth Boulevard to Williams Street. <br /> <br />Council placed on first reading an ordinance providing for the "....Levy and <br /> <br />Collection of a License Tax from Owners of Motor Vehicles, Trailers, and Semi- <br /> <br />Trailers Operated in the City of Martinsville, Virginia, and Providing Punish- <br /> <br />ment for the Violation Thereof" for the license tax year beginning March 1, 1978, <br /> <br />paralleling a like ordinance which became effective March 1, 1977. <br /> <br />Council acknowledged receipt of the Martinsvi11e Volunteer Fire ilimpany's Annual <br /> <br />Report, being for the calendar year 1977; and, in so doing, commended the <br /> <br />members of this organization for their outstanding service to the City and its <br /> <br />citizens over the years through their fire prevention and fire fighting activities, <br /> <br />with Council noting that some members of this organization have as much as twenty- <br /> <br />eight years of service. Meanwhile, Fire Chief John Lloyd Gregory reported that, <br /> <br />as a result of a recent Fire Rating Bureau survey of the City's fire equipment <br /> <br />and water service facilities, an improved rating has been awarded the City, the <br /> <br />effect of which should be in reduced fire insurance premiums for City property <br /> <br />owners. <br /> <br />City Manager Noland reported on several proposed legislative bills before the <br /> <br />Virginia General Assembly, on which bills he and Vice-Mayor Cole had appeared in <br /> <br />Richmond before legislative committees and/or subcommittees several times recently, <br /> <br />particularly on behalf of the proposed "Electric Authorities" bill. In addition, <br /> <br />City Manager Noland pointed out the fact that Councilman Greene has worked diligently <br />
