<br />4 <br /> <br />TUESDAY <br /> <br />JANUARY 10, 1978 <br /> <br />As one phase of complying with requirements attached to Federal funds granted <br /> <br />the City toward the updating (i.e., providing secondary treatment) of the City's <br /> <br />Water Pollution Control (Sewage Treatment) Plant, Council unanimously adopted the <br /> <br />following ordinance formally setting forth the charges to be made by the City <br /> <br />against "normal" users of the City's sewer utility system: <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, <br />Virginia, in regular meeting assembled this tenth day of <br />January, 1978, that the sewerage or user charge to be levied <br />against users (both within and without the corporate limits <br />of the City of Martinsville) of the City's sewer utility <br />system, pursuant to Section 17-20 of the Code of the City <br />of Martinsville (1971, and as amended), shall be as follows: <br /> <br />1. DEFINITIONS: <br /> <br />A. Sewage or wastewater shall mean the waste from <br />humans, animals, and/or households when <br />discharged into public or private drains, and <br />may include groundwater infiltration, surface <br />inflow and/or industrial wastes. <br /> <br />B. Normal sewage or wastewater shall mean waste <br />having less than 300 mg/l of Biochemical <br />Oxygen Demand (BOD) and Suspended Solids (SS), <br />having less than 10 mg/l of Chlorine <br />requirement, and having no toxic materials or <br />heavy metals. <br /> <br />C. Quantity of flow of sewage or wastewater shall <br />be the total discharge of waste and shall be <br />considered equal to 100% of the metered water <br />usage. <br /> <br />2. SCHEDULE OF SEWERAGE OR USER CHARGE: <br /> <br />The rate for the quantity of normal sewage or <br />wastewater discharged into the City's sewer system <br />shall be fifty (509) cents per 1,000 gallons of <br />metered water usage per month; and the minimum <br />sewerage or user charge shall be two ($2.00) <br />dollars per month per customer. <br /> <br />An emergency existing, this ordinance shall become effective on <br />and after January 11, 1978, and all existing ordinances (or <br />amendments thereto) relating to sewer rates are hereby repealed. <br />
