4 TUESDAY JANUARY 10, 1978 As one phase of complying with requirements attached to Federal funds granted the City toward the updating (i.e., providing secondary treatment) of the City's Water Pollution Control (Sewage Treatment) Plant, Council unanimously adopted the following ordinance formally setting forth the charges to be made by the City against "normal" users of the City's sewer utility system: BE IT ORDAINED by the Council of the City of Martinsville, Virginia, in regular meeting assembled this tenth day of January, 1978, that the sewerage or user charge to be levied against users (both within and without the corporate limits of the City of Martinsville) of the City's sewer utility system, pursuant to Section 17-20 of the Code of the City of Martinsville (1971, and as amended), shall be as follows: 1. DEFINITIONS: A. Sewage or wastewater shall mean the waste from humans, animals, and/or households when discharged into public or private drains, and may include groundwater infiltration, surface inflow and/or industrial wastes. B. Normal sewage or wastewater shall mean waste having less than 300 mg/l of Biochemical Oxygen Demand (BOD) and Suspended Solids (SS), having less than 10 mg/l of Chlorine requirement, and having no toxic materials or heavy metals. C. Quantity of flow of sewage or wastewater shall be the total discharge of waste and shall be considered equal to 100% of the metered water usage. 2. SCHEDULE OF SEWERAGE OR USER CHARGE: The rate for the quantity of normal sewage or wastewater discharged into the City's sewer system shall be fifty (509) cents per 1,000 gallons of metered water usage per month; and the minimum sewerage or user charge shall be two ($2.00) dollars per month per customer. An emergency existing, this ordinance shall become effective on and after January 11, 1978, and all existing ordinances (or amendments thereto) relating to sewer rates are hereby repealed.
