<br />TUESDAY <br /> <br />JANUARY 10, 1978 <br /> <br />Pursuant to request of Mr. Daniel L. Manson, Attorney at Law, Council unanimously <br /> <br />employed Mr. Manson to represent the City, in accordance with Section 58-1117.2 of <br /> <br /> <br />the CODE OF VIRGINIA (1950, and as amended), to take action on behalf of the City <br /> <br /> <br />versus the owners, heirs and/or assigns of the "Fannie E. Morrison" property, <br /> <br /> <br />identified as Lots 36 and 37, Block B, of the subdivision of Fannie E. Morrison <br /> <br />lands, as shown on Page 67 of Map Book No.1 in the Henry County Court Clerk's office, <br /> <br />for the purpose of collecting delinquent taxes assessed against said property and due <br /> <br />the City of Martinsville. <br /> <br />At the request of officials of the Blue Ridge Airport Authority, Council continued <br /> <br />to a future meeting a matter the Authority indicated it wishes to present to Council. <br /> <br />Assistant City Manager-Public Works Director George W. Brown informed Council of the <br /> <br />status of preliminary and informal negotiations, initiated by the Henry County Public <br /> <br />Service Authority, whereby it may be proposed that the City and said Authority enter <br /> <br />into one or more agreements by which, to meet specific emergency water supply needs <br /> <br />(if such develop), the Authority would be allowed to connect its water supply system <br /> <br />(south of Martinsville) to the City's system at or near the City's Industrial Park <br /> <br />for the purpose of replenishing the City's water storage, if depleted by emergency <br /> <br />needs, as well as connecting to the City's water system north of the City for the <br /> <br />purpose of receiving emergency water supply from the City for an area within Henry <br /> <br />County (viz., Collinsville), with Mr. Brown pointing out that such an arrangement could <br /> <br />be of mutual advantage. For the guidance of both parties concerned, Council expressed its <br /> <br />concurrence with this mutual assistance concept and, subject to the developing of <br /> <br />satisfactory terms and conditions, indicated its intent to enter into an appropriate <br /> <br />agreement with the Authority for the purposes hereinabove set forth. <br />
