Linker and Pemberton also pointed out that, in the cases of Sale Knitting Company <br /> <br />and Pannill Knitting Company, when the proposed demand charge and fire service connection <br /> <br />charge are applied, the 64i rate for consumption in excess of 206,000 gallons of water (per <br /> <br />month) becomes, in effect, 69i per 1,000 gallons of water. Mr. Pemberton, while supportive <br /> <br />of a financially-sound water utility system and the need to proceed with the Leatherwood <br /> <br />Creek project (for back-up raw water supply) and, also, indicating that his firm expects to <br /> <br />pay its fair share of the cost of water, stressed the need for the City to control operating <br /> <br />costs of the water system and to operate the system as efficiently as possible. <br /> <br />Noting that City Manager Edmonds has scheduled, for consideration and/or action, on Council's <br /> <br />forthcoming December 14th meeting's agenda the recommended water rate schedule (plus the <br /> <br />proposed demand charge and fire service connection charge schedules), Council concurred in <br /> <br />Councilman West's suggestion that City Manager Edmonds study the possibility, after <br /> <br />reviewing current water revenue requirements, of postponing the recommended effective date <br /> <br />for the water rate increases until July 1, 1983, and/or "scaling down" these increases. <br />
