'; .., <br />J' 'I' , <br /> <br />WEDNESDAY <br /> <br />DECEMBER 8, 1982 <br /> <br />Pursuant to call and action by Martinsville City Council at its regular meeting held <br /> <br />November 23, 1982, a special meeting of the Council, with Mayor William C. Cole, Jr., <br /> <br />presiding, was held on Wednesday, December 8, 1982, in the Council Chamber, City Hall, <br /> <br />beginning at 3:00 P.M., for the purpose of studying and considering further the report <br /> <br />entitled, "Water Rate Study - City of Martinsville, Virginia", received by Council at <br /> <br />its November 23rd meeting and prepared by Mattern & Craig, Consulting Engineers, of <br /> <br />Roanoke, Virginia. All members of Council were present, as follows: William C. Cole, Jr., <br /> <br />Mayor; L. D. Oakes, Vice-Mayor; Henry C. Reed; Eliza H. Severt; and Francis T. West. <br /> <br />After the invocation, Council reviewed the report with Mr. Sam H. McGhee, III, of <br /> <br />Mattern & Craig, with special emphasis, as suggested by Mayor Cole, on certain findings <br /> <br />and projections, particularly those sections of the report dealing with operating costs, <br /> <br />future capital expenditures, unaccounted-for water losses (i.e., beyond the acceptable <br /> <br />margin between amounts of water treated and amounts of water billed), and future <br /> <br />consumption projections. In addition, Mayor Cole raised the question, as subsequently <br /> <br />elaborated on by Councilman West and as pointed out by Mr. Ed M.
