<br />TUESDAY <br /> <br />NOVEMBER 23, 1982 <br /> <br />~ <br /> <br />shall be limited to horizontally rotating or circling <br />rides, coin-operated individual rides (either undulating <br />or cam-operated) having a nlaximum vertical movement of <br />eighteen (18) inches. <br /> <br />An emergency existing, this ordinance shall be in force on and after <br />November 23, 1982. <br /> <br />Mr. Sam H. McGhee, III, of Mattern & Craig, Consulting Engineers, appeared before Council <br /> <br />~ <br /> <br />and presented his firm's report, entitled "Water Rate Study - City of Martinsville, Virginia", <br /> <br />(commissioned by Council's action taken on April 27, 1982) in which was recommended that <br /> <br />Council increase current water rates and institute basic charges for meter-size connections <br /> <br />to meet increases in projected expenses. After this presentation and some discussion thereof, <br /> <br />Council unanimously directed that a special meeting of the Council be conducted Wednesday, <br /> <br />December 8, 1982, in the Council Chamber, City Hall, heginning at 3:00 P.M., for the purpose <br /> <br />of giving further study and consideration to this report. <br /> <br />Upon recommendation of the City's Welfare Board, Council unanimously adopted the following <br /> <br />resolution urging changes in the current work-registration requirements for recipients of <br /> <br />ADC and Food Stamp Program benefits: <br /> <br />~ <br /> <br />WHEREAS, the Council of the City of Martinsville, Virginia, strongly <br />endorses the concept of self-support for Public Assistance applicants <br />and recipients; and <br /> <br />WHEREAS, said Council strongly supports the employment program with <br />required work registration for applicants and recipients of Aid to <br />Dependent Children and the Food Stamp Programs; and <br /> <br />WHEREAS, the Aid to Dependent Children Program allows exemption from <br />work registration for parents with children under the age of six (6) <br />years; and <br /> <br />WHEREAS, the Federal Food Stamp Program exempts (from work registration) <br />parents with children under twelve (12) years of age; and <br /> <br />WHEREAS, the Council of the City of Martinsville, Virginia, considers <br />the ages of six (6) and twelve (12) years to be inconsistent in work <br />
