<br />, ) <br />L~ ". ~ <br /> <br />TUESDAY <br /> <br />NOVEMBER 23, 1982 <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, <br /> <br />with Mayor William C. Cole, Jr., presiding, was held Tuesday, November 23, 1982, in the <br /> <br />Council Chamber, City Hall, beginning at 7:30 P.M., all members (with the exception of <br /> <br />Councilman Francis T. West, who was away from the city) being present, viz., William C. <br /> <br />Cole, Jr., Mayor; L. D. Oakes, Vice-Mayor; Henry C. Reed; and Eliza H. Severt. <br /> <br />After the invocation, Council approved--as recorded--the minutes of its special meeting <br /> <br />held November 2, 1982, and of its regular meeting held November 9, 1982. <br /> <br />Pursuant to duly-advertised public notice, Council conducted a public hearing on a <br /> <br />proposal (submitted by the Planning Commission) that Paragraph E of Section V of the <br /> <br />City's Zoning Ordinance be amended by adding thereto a sub-paragraph to allow certain <br /> <br />activities (promoted for community, religious or benevolent purposes) within the City's <br /> <br />P-1 Professional zones. There being no objections registered by any citizen to this <br /> <br />proposal, the public hearing was declared closed; whereupon motion, duly seconded and <br /> <br />unanimously carried, Council adopted the following ordinance in accordance with said <br /> <br />proposal: <br /> <br />BE IT ORDAINED by the Council of the City of Martinsville, Virginia, <br />in regular meeting assembled this twenty-third day of November, 1982, <br />that Paragraph E of Section V of the Zoning Ordinance of the City of <br />Martinsville, Virginia, be--and is hereby--amended by the adding <br />thereto the following as sub-paragraph 8: <br /> <br />8. Temporary, promotional, recreational, or fund-raising <br />amusement activities and facilities of not more than <br />two (2) days duration sponsored by civic, professional <br />fraternal, institutional or religious groups or <br />organizations, and conducted for community, religious <br />or benevolent purposes, and located on property owned <br />or leased by the sponsor. Examples of such amusement <br />facilities and activities are: musical entertainment, <br />jamborees, educational displays, arts and crafts, <br />auctions, legal games, dunking booths, concessions and <br />vending.
