<br />394 <br /> <br />TUESDAY <br /> <br />NOVEMBER 23, 1982 <br /> <br />registration policy as related to the aforesaid two public assistance <br /> <br />programs; now, therefore, <br /> <br />BE IT RESOLVED by the Council of the City of Martinsville, Virginia, <br />in regular meeting assembled, that it hereby strongly urges that Federal <br />and State regulations--governing work registration exemptions for the <br />Aid to Dependent Children Program and the Food Stamp Program--mandate <br />that parents with children over six (6) months of age shall be required <br />to register for work. <br /> <br />Upon motion, duly seconded and unanimously carried, Council adopted an ordinance, <br /> <br />as introduced at Council's November 9th meeting, providing for the selling and <br /> <br />granting of a franchise for an electric light, heat and power transmission and <br /> <br />distribution system within the City of Martinsville, and inviting bids therefor, to <br /> <br />serve six local industries which Appalachian Power Company has served for many years <br /> <br />under the terms of the City's wholesale power contract with Appalachian and (which) <br /> <br />Appalachian desires to continue serving under the proposed franchise ordinance. <br /> <br />Advertising of this ordinance and the invitation was authorized under the schedule <br /> <br />adopted by Council on November 9, 1982. The bid invitation and the ordinance follow: <br /> <br />Pursuant to Sections 15.1-308 and 15.1-309 of the CODE OF VIRGINIA <br />(1950, and as amended) and by order of Martinsville City Council, <br />said City Council hereby invites bids for a franchise to provide an <br />electric light, heat and power transmission and distribution system <br />in the City of Martinsville, in accordance with the terms of the <br />following duly-adopted ordinance, with such bids to be received in <br />open session and read aloud at the Council's regular meeting scheduled <br />for Tuesday, January 11, 1983, in the Council Chamber, City Hall, <br />beginning at 7:30 P.M.
