<br />NOVEMBER 9, 1982 <br /> <br />TUESDAY <br /> <br />At the request of John W. Bouldin, Jr., City Treasurer, and because of the fact that <br /> <br />1982-83 property tax forms were not ordered in time for their customary delivery date, <br /> <br />Council unanimously extended the next due date (of December 5, 1982) on which taxes are <br /> <br />to be paid to (and through) Monday, December 27, 1982. <br /> <br />Council accepted for introduction--and called for a duly advertised public hearing thereon <br /> <br />at its forthcoming December 14th meeting--the following proposed amendment to Chapter 4 of <br /> <br />the City Charter, as recommended by J. Randolph Smith, Jr., City Commonwealth's Attorney, <br /> <br />following which December 14th meeting City Attorney Worthy will relay in appropriate form <br /> <br />to the 1983 Session of the Virginia General Assembly for its action thereon: <br /> <br />Chapter 4 - COURTS <br /> <br />Sec. 2. <br /> <br />Municipal Courts: fines; salary of District Court Judges. <br /> <br />There shall be established in the City of Martinsville a General <br />District Court and a Juvenile & Domestic Relations District Court. The <br />District Courts shall have such jurisdiction and powers as shall be set by <br />State Law. <br /> <br />All fines collected for violations of City ordinances shall be <br />paid promptly to the Treasurer of the City. <br /> <br />The City may pay to any Judge of a District Court that serves the <br />City of Martinsville, when such Judge resides within the City, a salary of <br />not less than four hundred fifty dollars ($450) per year, to be fixed by the <br />Council, provided, however, that in no case shall the salary paid to any <br />District Court Judge exceed ninety per centum (90%) of the salary paid to the <br />highest paid Circuit Court Judge under the provisions of Section 1 of this <br />chapter. <br /> <br />Noting that, because of current interest rates, it is no longer to the City's advantage <br /> <br />to continue in force a loan from The First National Bank of Martinsville & Henry County <br /> <br />to finance the cost of the City's data processing system and equipment, as reported by <br /> <br />Finance Director Richard D. Fitts through City Manager Edmonds, Council unanimously <br /> <br />authorized the prepayment of said loan balance in the amount of $167,250.81. <br />
