'" ~f <br /> <br />NOVEMBER 9, 1982 <br /> <br />TUESDAY <br /> <br />Upon motion, duly seconded and unanimously carried, Council appropriated from General <br /> <br />Fund surplus the sum of $4,100.00 to finance the cost of improving and/or replacing the <br /> <br />sound system in the Council's Chamber. <br /> <br />Council acknowledged receipt of a schedule of fall regional legislative meetings (and <br /> <br />the annual legislative meeting) sponsored jointly by the Virginia Municipal League and <br /> <br />the Virginia Association of Counties, with indications that one or more members of Council <br /> <br />will attend one or more of these meetings. <br /> <br />In accordance with Sections 2.1-344(a)(1) and 2.1-344(a)(2) of the CODE OF VIRGINIA (1950, <br /> <br />and as amended), and upon motion, duly seconded and unanimously carried by a recorded <br /> <br />vote, Council convened into an Executive Session for the following purposes: <br /> <br />A. To consider the appointment of a citizen (from the City) <br />to membership on the Blue Ridge Regional Library Board to <br />replace The Reverend Jon Regen, resigned; <br /> <br />B. To discuss the possible acquisition of certain real <br />property for public purposes; and <br /> <br />C. To discuss the possible disposition of certain City- <br /> <br />owned real property. <br /> <br />Upon concluding this Executive Session, Council reconvened into regular session and <br /> <br />unanimously took the following actions: <br /> <br />A. Appointed Mr. Walter L. Penn, III, Attorney at Law, to <br />membership on the Blue Ridge Regional Library Board for <br />the Reverend Jon Regen's unexpired term (which ends <br />June 3l), 1983); <br /> <br />B. Authorized the purchase of a 238-acre farm (known as the <br />Cahill Place) situated in Henry County between Routes 108 <br />and 220, from its present owners (Messrs. Richard A. <br />Prillaman, Sr., Richard A. Prillaman, Jr., Phillip V. <br />Prillaman, and Robert A. King) for the sum of $125,142.00, <br />plus the expenditure of $14,000.00 for immediate improve- <br />ments, to be financed by the appropriating of $40,000.00 <br />
