<br />< u <br /> <br />TUESDAY <br /> <br />OCTOBER 26, 1982 <br /> <br />Vice-Mayor Oakes, with Council's concurrence given, reported that he will soon be attending <br /> <br />a VML legislative committee meeting. <br /> <br />Mayor Cole reported that he has received a notice, plus other pertinent documents, that <br /> <br />Central Telephone Company of Virginia, which provides telephone service in Martinsville and <br /> <br />surrounding areas, has filed with the State Corporation Commission, as of September 1, 1982, <br /> <br />an application seeking telephone service rate increases, part of which would become effective <br /> <br />on an interim basis on October 1, 1982, and the second part (which would include the first <br /> <br />part) to become effective January 1, 1983. A public hearing on this application is <br /> <br />scheduled by the Commission in Richmond, Virginia, on January 25, 1983. Preliminary or <br /> <br />tentative action by the Commission on this application was also reported in the documents. <br /> <br />Council acknowledged receipt of the following staff reports prepared or presented by City <br /> <br />Manager Edmonds: <br /> <br />1. <br /> <br />The financial report for the fiscal first quarter ended September 30, 1982; <br /> <br />2. <br /> <br />The status of the 1982-83 Streetscape Program, being in two phases, with <br />Phase I being the Walnut Street-Wall Street project, largely completed, <br />and Phase II being the Fayette Street project from the Public Square to <br />North Moss Street, for which complete voluntary participation by property <br />owners is not yet obtained but is still being pursued; <br /> <br />3. <br /> <br />Interim improvements to the City's wastewater treatment plant, for which <br />testing is in progress, plus the status of on-going repairs to a digestor <br />and interim disposal procedures; <br /> <br />4. <br /> <br />Notice of an "Award of Merit" to the Martinsville-Henry County Clean <br />Community Commission for 1982, from the Virginia Division of Litter <br />Control, for and on which Council extended to this Commission its <br />congratulations; and <br /> <br />5. <br /> <br />The favorable response by City employees to the current United Fund <br />drive effort, for which Council commended the employees and the City's <br />coordinator, Mr. James W. Hopkins, Assistant to the Public Works Director. <br />
