<br />OCTOBER 26, 1982 <br /> <br />TUESDAY <br /> <br />Council accepted for introduction--and for action or adoption at its forthcoming November 9th <br /> <br />meeting--an ordinance to amend, respectively, Sections 6.4 and 8.3 of the City's Terms and <br /> <br />Conditions of Electric Service and Water-Sewer Service, to provide monthly advisory billing <br /> <br />notices to utility service customers whose monthly service bills are paid by their banks. <br /> <br />Council unanimously approved (for execution by City Manager Edmonds) certain revisions in <br /> <br />an agreement between the City (jointly with other "Apco cities") and the legal firm of Ely, <br /> <br />Ritts, Pietrowski & Brickfield, Washington, D.C. (formerly the firm of Northcutt Ely), under <br /> <br />which agreement, among other things, this firm represents Martinsville and other area pur- <br /> <br />chasers of wholesale electric energy from Appalachian Power Company in rate matters and in <br /> <br />the obtaining and utilizing an allocation of hydroelectric power from the United States <br /> <br />Department of Energy's Southeastern Power Administration. <br /> <br />By report dated October 15, 1982, City Manager Edmonds informed Council of the current status <br /> <br />of the City Code revision in progress through the City's contract (dated February 12, 1982) <br /> <br />with Municipal Code Corporation, Tallahassee, Florida. With this report, Mr. Edmonds pre- <br /> <br />sented a conference memorandum prepared by Municipal Code Corporation, in which memorandum <br /> <br />were listed substantive changes to be made in the current City Code, some of which changes <br /> <br />represent updating to parallel or comply with updated State Code sections whereas other <br /> <br />changes will reflect interim ordinances and/or amendments adopted by Council subsequent to <br /> <br />the publication of the current City Code as well as common-sense omissions or additions, <br /> <br />plus achieving a consistency in penalties for violations of Code sections. In preparation <br /> <br />for the recodification of the new Code and the printing thereof, to be preceded by galley <br /> <br />proofs for final review and adoption, C011ncil called for a special meeting of the Council, <br /> <br />for the purpose of studying and/or reviewing and/or approving these substantive changes, to <br /> <br />be conducted Tuesday, November 2, 1982, in the Council Chamber, City Hall, beginning at 2:30 <br /> <br />P.M. <br />
