No action was taken by Council on this suggestion but, <br /> <br />rather (by motion, duly seconded and unanimously carried), Council referred this matter <br /> <br />back to the City Administration and to the Transportation Safety Commission for further <br /> <br />study (of alternatives to permanent closure), and for report to Council thereon within <br /> <br />six months. <br /> <br />Mr. Lee C. Smith, General Manager-Supervisor of the Yellow Cab Company of Martinsville, <br /> <br />appeared before Council (on behalf of his firm and supported by other local taxicab <br /> <br />owners-operators) with a request that current taxicab fare rates (last established or <br /> <br />revised in October of 1979) be increased by approximately 25% (average per mile, effective <br /> <br />November 15, 1982) in order that his firm might reverse the financial loss trend incurred <br /> <br />the past two years because of inflation and the higher cost of doing business or, at least, <br /> <br />achieve a break-even financial operating position. Upon motion, duly seconded and <br /> <br />unanimously carried, Council authorized the preparation of an ordinance to amend Section 16-41 <br /> <br />of the City Code to reflect the requested rate increase(s) for introduction and possible <br /> <br />action thereon by Council at its forthcoming November 9th meeting, on which Council called a <br /> <br />public hearing at said meeting and, meanwhile, asked City Manager Edmonds to study (and <br /> <br />report on) the question raised as to why Council has the responsibility of establishing <br /> <br />local taxicab fare rates. <br /> <br />Council unanimously adopted the following two ordinances, introduced at Council's October 12th <br /> <br />meeting (copies of which are on file with the Clerk of Council): <br /> <br />1. An ordinance adopting by reference the BOCA Basic Fire Prevention Code/ <br />1981 (with certain amendments) and establishing and empowering the <br />position of Fire Marshal: and <br /> <br />2. An ordinance adopting basic fire control measures and regulations gover- <br />ning conditions which could impede or interfere with fire suppression forces. <br />
