TUESDAY

OCTOBER 26, 1982

.---

and, while there seems to be no good solution thereto, the permanent closure recommended

seems to be the best alternative. Mr. Ferrill also noted the concerns expressed by some

neighborhood residents with regard to the diversion of traffic on to other nearby streets

in the event the closure is effected, which concerns were subsequently reiterated during

this meeting by some of these citizens. Opposing the proposed closure and expressing con-

cerns as to its possible adverse effect upon property valuations in the area, traffic

-

movement, and safety, as well as suggesting certain alternatives, such as installing traffic

signals at the intersection and the widening of Spruce Street, were the following citizens:

1. Mr. Howard Lenderking, 1118 Corn Tassel Trail, who advocated letting
the area citizens decide the issue and (who) suggested that the other
end of Jefferson Circle be closed;

2. Mr. Harry G. Copenhaver, 1004 Jefferson Circle;

3. Mrs. Louise B. Morris, 903 Jefferson Circle;

4. Dr. Donald R. Holsinger, 1532 Mulberry Road, owner of property (apart-
ment complexes) within the area;

5. Mr. William D. Davis, 702 Zee Street;

6. Mrs. Elizabeth Sawyer, 1607 Meadowview Lane, former longtime resident
of the area, a realtor, and owner of property within the area;

7. Mr. Harry G. Baxter, 1002 Jefferson Circle; and (by letter)

8. Mr. Melvin L. Clark, Jr., 911 Jefferson Circle.

Supporting the proposed permanent closure was Mr. Allen C. Kalbaugh, of 805 Jefferson Circle.

Meanwhile, while expressing appreciation of the study and consideration given to this matter

by both the City Administration and the Transportation Safety Commission, individual members

of Council (Mrs. Severt and Messrs. West, Reed, and Oakes) expressed their convictions that

some viable alternative (to closure) is possible and preferable, with Mrs. Severt suggesting

that a special six-member study committee (composed of two proponents of closure, two

opponents, one member of the Transportation Safety Commission, and one member from the City

Administration) be appointed to consider this matter further and to report its findings to
