"" L' <br />,'" ; ,) <br /> <br />OCTOBER 26, 1982 <br /> <br />TUESDAY <br /> <br />The regular semi-monthly meeting of the Council of the City of Martinsville, Virginia, <br /> <br />with Mayor William C. Cole, Jr., presiding, was held Tuesday, October 26, 1982, in the <br /> <br />Council Chamber, City Hall, beginning at 7:30 P.M., all members being present, viz., <br /> <br />William C. Cole, Jr., Mayor; L. D. Oakes, Vice-Mayor; Henry C. Reed; Eliza H. Severt; <br /> <br />and Francis T. West. <br /> <br />Following the invocation, Council approved--as recorded--the minutes of its regular <br /> <br />meeting held October 12, 1982. <br /> <br />Council acknowledged receipt of a comprehensive study report, prepared by Assistant City <br /> <br />Manager-Public Works Director George W. Brown, concerning the hazardous traffic conditions <br /> <br />at the intersections of Mulberry Road, Jefferson Circle, and Spruce Street. This report <br /> <br />not only set forth the efforts of the City and its Transportation Safety Commission <br /> <br />toward improving the safety aspects at this site over the past several years but also <br /> <br />included the results of traffic counts, the number of motor vehicle accidents, accounts <br /> <br />of meetings with neighborhood residents, the findings from the recently-completed two- <br /> <br />month trial closure of Jefferson Circle at its east-side intersection with Mulberry Road, <br /> <br />and the recommendation--endorsed by the City's Transportation Commission (by resolution)-- <br /> <br />that "......from a point of view of improved vehicular and pedestrian safety......, the <br /> <br />east leg of Jefferson Street (Circle) be closed at its intersection with Mulberry Street <br /> <br />(Road), with a turnaround and improvements being provided......to cost approximately <br /> <br />$3,200.00, assuming the City forces and equipment are utilized." Mr. J. Ronald Ferrill, <br /> <br />Chairman of the City's Transportation Safety Commission, appeared before Council in <br /> <br />connection with this matter as well as with regard to the Commission's resolution thereon, <br /> <br />noting that during his six years as a member of the Commission this intersection and its <br /> <br />problems, described as the worst in the City, have been of great concern to the Commission <br />
