Hogg (of <br /> <br />1604 Meadowview Lane) and Mr. Frank T. Gravely (of 1610 Mulberry Road) who, while acknow- <br /> <br />ledging with appreciation the efforts the City has exerted over the past two years toward <br /> <br />eliminating the recurring odor problem, seemed to want complete assurance that (as a result <br /> <br />of the interim improvements as well as the proposed upgrading-expanding of the treatment <br /> <br />plant) treatment problems have been or will have been solved and incidents of offensive <br /> <br />odors will not occur again. On this point Assistant City Manager George W. Brown noted <br /> <br />the recent failure of the plant's secondary digester, with its resulting interruption of <br /> <br />of normal processing procedures and the probability--until this equipment can be repaired <br /> <br />or in the event of mechanical failures in the future--that offensive odors could again be- <br /> <br />come a problem, assuming that the current ratio of industrial wastes to residential wastes <br /> <br />prevai 1. <br /> <br />City Manager Edmonds informed Council that, in response to public need and demand, the <br /> <br />City proposes to offer special curb-side trash pickup services (coinciding with regularly- <br /> <br />scheduled refuse collection service) the first week in each calendar quarter, beginning <br /> <br />with the first week in October (of 1982). Council unanimously concurred in this proposal. <br /> <br />Mr. James K. Sells, CPA, who is currently engaged to conduct the City's annual audit(s), <br /> <br />requested an extension (of thirty days) until November 1, 1982, for the filing and presen- <br /> <br />tation of the City's audit report for the fiscal year ended June 30, 1982, citing some <br /> <br />difficulties encountered in obtaining adequate confirmations from property owners (as to <br /> <br />the correctness of their accounts), the delay in receiving updated information from the <br /> <br />City's fixed assets consultants as to the fixed assets inventories of the City's utility <br /> <br />systems, and some difficulties in conducting audit trails. Council unanimously granted <br /> <br />Mr. Sells' request. <br />
