<br />TUESDAY <br /> <br />SEPTEMBER 28, 1982 <br /> <br />brought to Council's attention her stated position with regard to an application recently <br /> <br />filed by The Piedmont Seniors of Virginia, Inc., (PSOV) seeking certification by the <br /> <br />State Health Commissioner of PSOV as a Home Health Agency, which certification would allow <br /> <br />the PSOV to employ staff personnel and (to) provide home health care services already <br /> <br />being provided by the local health department with its present medical staff. Although <br /> <br />being aware of the fact that PSOV's application and its filing are not subject to local <br /> <br />governmental review and approval, Council, nevertheless, went on record (by a vote of three <br /> <br />in favor, with Councilman Reed voting in the negative and Vice-Mayor Oakes abstaining) as <br /> <br />supporting Dr. Roycroft's position in this matter as well as concurring with her stated <br /> <br />reasons for objecting to such certification~ <br /> <br />- <br /> <br />In reviewing events (from early 1980 to the present time) pertaining to the City's efforts <br /> <br />to abate offensive odors emanating from the City's wastewater (sewage) treatment plant, <br /> <br />City Manager Edmonds reported that authorized interim improvements to the plant and its <br /> <br />treatment equipment have essentially been completed at a total cost of $1,458,795.00, <br /> <br />with the City's net cost thereof being $972,419.00, and--once the current testing phase is <br /> <br />completed and the updated system is fully operational--odor problems (generally caused by <br /> <br />the inability of the plant, by its original design, to process heavy volume industrial <br /> <br />wastes, which were unanticipated in the design) should be a thing of the past. Mr. Edmonds <br /> <br />also referred to a separate-but-related project involving the upgrading-expanding of this <br /> <br />plant from 6 mgd to 8 mgd, for which a CDCB application filing for partial financing was <br /> <br />authorized by Council on September 14, 1982. Meanwhile, Mr. Edmonds described the City's <br /> <br />procedure for "logging" odor complaint calls and the City's response to such calls and the <br /> <br />frequency or infrequency of such calls, citing the most recent odor "episode", which <br /> <br />occurred on the night of September 14th and, apparently, prompted several citizens from the <br /> <br />Forest Park area to appear before Council (at the September 28th meeting covered by these <br /> <br />- <br />
