<br />TUESDAY <br /> <br />SEPTEMBER 14, 1982 <br /> <br />City Manager Edmonds, through staff report, reviewed the City's 1982-83 Streetscape <br /> <br />(CBD) Program, involving the following two projects: <br /> <br />A. The Walnut-Wall Street area, which is now under construction; and <br /> <br />B. The Fayette Street project, from the Henry County Courthouse <br />property west to North Moss Street, which--because of the lack <br />of shared-cost participation on the part of two property owners-- <br />may have to be abandoned and for which another project may have <br />to be substituted, a matter now under study by the CBD Commission. <br /> <br />~ <br /> <br />Council was reminded of the 1982 Virginia Municipal League Conference, scheduled for <br /> <br />September 19th-21st in Virginia Beach, Virginia. <br /> <br />Pursuant to sub-sections (a)(l), (a)(2), and (a)(6) of Section 2.1-344 of the CODE <br /> <br />OF VIRGINIA (1950, and as amended), and upon motion, duly seconded and unanimously <br /> <br />carried by a recorded vote, Council convened into an Executive Session for the fol- <br /> <br />lowing purposes: <br /> <br />A. To consider the appointment of a citizen for a three-year <br />term to the Board of Directors of the Piedmont Seniors of <br />Virginia, to replace Mrs. Mary Travis, recently resigned; <br /> <br />B. To consider the appointment (or reappointment) of two <br />citizens for four-year terms to the Board of Directors <br />of the City's Industrial Development Authority; <br /> <br />- <br /> <br />C. To consult with counsel on certain legal matters under <br />Council's jurisdiction; <br /> <br />D. To discuss the possible disposition of certain City-owned <br />property; and <br /> <br />E. To consider the appointment of two citizells to a six-member <br />industrial development study committee, proposed by the <br />Local Chamber of Commerce. <br /> <br />Upon reconvening into regular session, Council took action on but one of the fore- <br /> <br />going items, viz., upon nomination and unanimous action, Council reappointed Messrs. <br /> <br />Franklin P. Early and Larry E. Farrar to the Board of Directors of the City's <br />
