, '~: ( ; 'L'; \ '" TUESDAY SEPTEMBER 14, 1982 proposed amending of the City's Zoning Ordinance to permit, with administrative approval, the conduct-sponsorship by certain non-profit organizations of short-term " promotional, recreational, or fund-raising amusement activities and facilities. " in the City's P-2 Professional District(s) and thereby expand the now-limited zoning districts in which such activities may be conducted as well as obviate the current neces- sity of requiring special-use permits therefor as well as the time-consuming process involved therein. Council unanimously gave general authorization to City Manager Edmonds to proceed with measures toward the development of a deferred compensation plan for City employees, as recommended by Mr. Edmonds in his report thereon (dated September 8, 1982), through the International City Management Association-Retirement Corporation, for which approval must first be obtained from certain governmental agencies and on which certain appropriate resolutions require adoption by Council before the plan can be put into effect. Mayor Cole announced that, by proclamation, he has designated the period September 17th- 23rd as "Constitution Week" in observance on September 17th (1982) of the 195th anniver- sary of the drafting of the Constitution of the United States by the Constitutional Convention, in which proclamation Mayor Cole urged local citizens to pay special attention to our Federal Constitution and to the advantages of American citizenship. Mayor Cole also announced receipt of an explanation, prepared by Commissioner of Revenue J. Ronnie Minter, of the current assessing-taxing procedures used by the Commissioner's office with regard to tangible personal property (motor vehicles). Council was informed of a forthcoming Public Forum on Human Transportation.
