<br />TUESDAY <br /> <br />SEPTEMBER 14, 1982 <br /> <br />WHEREAS, the litigation in federal court could delay the ultimate allocation <br />and receipt of hydropower to said Cities or could result in a reduction or <br />elimination of that allocation; therefore, <br /> <br />BE IT RESOLVED by the Council of the City of Martinsville, Virginia, that it <br />is in the best interest of the City of Martinsville, in order to receive an <br />allocation of hydropower, to intervene in the litigation brought by the <br />ElectriCities; and <br /> <br />BE IT FURTHER RESOLVED by said Council that the City of Martinsville is <br />determined to protect its interests in this matter and to obtain the proposed <br />allocation of Philpott hydroelectric power. <br /> <br />In connection with City Manager Edmonds' recent report on policy and practices heretofore <br /> <br />followed pertaining to the construction of sidewalks and/or curb-and-gutter and certain <br /> <br />suggested policy change alternatives because of the lack of requests, Council concurred <br /> <br />with Mayor Cole's request that the City's administrative staff prepare a listing of <br /> <br />potential projects, the estimated cost of each project, and priorities therefor, to <br /> <br />enable Council to decide whether the present shared-cost policy should be abandoned and <br /> <br />be replaced, as suggested by Mayor Cole*,by the City underwriting the total cost through <br /> <br />budget allocations over a period of years. <br /> <br />Some reservation, as to adopting the sug- <br /> <br />gested policy, was expressed by Councilman West in light not only of the past success of <br /> <br />the shared-cost policy applied to residential areas but also the shared-cost policy <br /> <br />under which the downtown (i.e., CBD) redevelopment project has been accomplished. Mean- <br /> <br />while, a review of requests for the construction of curb-and-gutter in residential areas <br /> <br />revealed that, with the exception of that for Morningside Lane (which could be scheduled <br /> <br />for 1983-84 if full participation is assured), no uncompleted project requests are on <br /> <br />file. (* For Mayor Cole's itemized suggestions, see addendum.) <br /> <br />- <br /> <br />As recommended by City Manager Edmonds, Council referred to the Planning Commission, for <br /> <br />its consideration and review, Mr. Edmonds' report and recommendation concerning the <br />
