Authorize the funding for $700,000.00 in <br />Community Development Block Grant Funds; and <br /> <br />4. Give its City Manager, Don R. Edmonds, authority to <br />complete and sign said application and to act as the <br />City's official representative in connection therewith <br />and to provide such additional information thereon as <br />may be required. <br /> <br />Upon recommendation by Commonwealth's Attorney J. Randolph Smith, Jr., Council accepted <br /> <br />for introduction--and scheduled action at its forthcoming September 28th meeting on-- <br /> <br />an ordinance which would amend Section 11-4 of the City Code, concerning sexual <br /> <br />solicitation or harassment, which amending ordinance would remove unconstitutional <br /> <br />aspects from the present code section. <br /> <br />Council unanimously approved the appointment by Commonwealth's Attorney J. Randolph <br /> <br />Smith, Jr., of Ms. Melinda H. Carter as Assistant Commonwealth's Attorney, effective <br /> <br />October 1, 1982, to succeed Mr. David V. Williams, who has resigned from this position <br /> <br />(effective September 30, 1982) to enter private law practice. <br /> <br />Council also unanimously approved certain revisions of the City's Purchasing Manual <br /> <br />to bring it into conformity with the Commonwealth of Virginia's updated Public Procure- <br /> <br />ment Act. <br /> <br />Council unanimously adopted the following ordinance, effective immediately, amending <br /> <br />its August 24th adoption (by reference) of the State Uniform Building Code (1981 <br /> <br />Edition) to include a provision on Fire Districts and to change the penalty provision <br /> <br />(the latter to parallel State Code Provision): <br /> <br />WHEREAS, on August 24, 1982, the City Council of the City of <br />Martinsville, Virginia, adopted an ordinance to adopt by reference <br />the 1981 edition of the Virginia Uniform Building Code, along with <br />certain local administrative provisions; and <br />
