<br />TUESDAY <br /> <br />SEPTEMBER 14, 1982 <br /> <br />Chamber of Commerce on September 9th to the governing bodies of Martinsville and Henry <br /> <br />County, that a six-member committee be established (two members from the City, two members <br /> <br />from Henry County, and two members from the Chamber of Commerce) to undertake a special <br /> <br />study of various facets of the merger concept which, if approved, ~ould require financing <br /> <br />to employ staff personnel and other costs related to promoting City-County industrial <br /> <br />development. <br /> <br />Pursuant to duly-advertised public notice, Council conducted a public hearing on a pro"- <br /> <br />posed application for $700,000.00 in Community Development Block Grant funds to help <br /> <br />finance the cost of expanding and upgrading the City's wastewater treatment plant from <br /> <br />6 mgd to 8 mgd. There being no objections registered by any citizen, the public hearing <br /> <br />was declared closed; whereupon, following some comments by members of Council and upon <br /> <br />motion (duly seconded and unanimously carried), Council adopted the following resolution <br /> <br />authorizing the filing of the application and agreeing to certain understandings and <br /> <br />assurances: <br /> <br />WHEREAS, at its regular meeting held August 24, 1982, Martinsville City <br />Council unanimously authorized the preparation of an application for <br />Community Improvement Grant funds in the amount of $700,000.00, under <br />the Virginia Community Development Block Grant Program, for the purpose <br />of helping finance the cost of the proposed expanding and upgrading of <br />the City's Water Pollution Control Plant (i.e., wastewater treatment plant) <br />to increase its treatment capacity from 6 mgd to 8 mgd, correlative to the <br />proposed expanding and upgrading of the Henry County Public Service <br />Authority's Upper Smith River Wastewater Treatment Plant from 4 mgd to <br />8 mgd, a regional concept already approved by the Virginia Water Control <br />Board; now,therefore, <br /> <br />BE IT RESOLVED by the Council of the City of Martinsville, Virginia, in <br />regular meeting assembled this 14th day of September, 1982, that it does <br />hereby <br /> <br />1. Authorize the filing of said application with the <br />Virginia Department of Housing and Community Development; <br /> <br />2. Agree to all understandings and assurances contained in <br />said application; <br />
