Cole, Jr., presiding, ~as held Tuesday, September 14, 1982, in <br /> <br />the Council Chamber, City Hall, beginning at 7:30 P.M., with all members being present, <br /> <br />as follows: William C. Cole, Jr., Mayor; L. D. Oakes, Vice-Mayor; Henry C. Reed; <br /> <br />Eliza H. Severt; and Francis T. West. <br /> <br />Following the invocation, Council approved--as recorded--the minutes of its regular <br /> <br />meeting held August 24, 1982. <br /> <br />Council called for a duly-advertised public hearing to be conducted by the Council at <br /> <br />its forthcoming September 28th meeting on a petition, as filed by Mr. Philip G. Gardner, <br /> <br />Attorney at Law, for and on behalf of Dr. and Mrs. David C. Jones, seeking the rezoning <br /> <br />of the Jones' property at 225 Starling Avenue from "R-6 Residential" to "P-2 Professional". <br /> <br />In connection therewith, Council acknowledged receipt of the Planning Commission's <br /> <br />recommendation that this petition be granted. <br /> <br />Mr. Irving M. Groves, Jr., Chairman of the City's Industrial Development Authority, <br /> <br />appeared before Council and presented the Authority's annual report (for the period <br /> <br />ended June 30, 1982), in which report was itemized the applications filed by local <br /> <br />business firms, the amounts of loans sought and the purposes therefor, and the amounts <br /> <br />of loans approved (through issuance of industrial development bonds), being in the <br /> <br />total amount of $25,350,000.00 since August 20, 1975. In connection therewith and in <br /> <br />connection with a recently-advanced proposal that the City's Industrial Development <br /> <br />Au~hority and the Henry County Industrial Development Authority be merged and/or con- <br /> <br />solidated, Mr. Groves informed Council that the City's Authority supports this concept. <br /> <br />Reference was then made to a proposal, as presented by the Martinsville- Henry County <br />
