r- ~."..). .: ., TUESDAY SEPTEMBER 14, 1982 The regular semi~monthly meeting of the Council of the City of Martinsville, Virginia, with Mayor William C. Cole, Jr., presiding, ~as held Tuesday, September 14, 1982, in the Council Chamber, City Hall, beginning at 7:30 P.M., with all members being present, as follows: William C. Cole, Jr., Mayor; L. D. Oakes, Vice-Mayor; Henry C. Reed; Eliza H. Severt; and Francis T. West. Following the invocation, Council approved--as recorded--the minutes of its regular meeting held August 24, 1982. Council called for a duly-advertised public hearing to be conducted by the Council at its forthcoming September 28th meeting on a petition, as filed by Mr. Philip G. Gardner, Attorney at Law, for and on behalf of Dr. and Mrs. David C. Jones, seeking the rezoning of the Jones' property at 225 Starling Avenue from "R-6 Residential" to "P-2 Professional". In connection therewith, Council acknowledged receipt of the Planning Commission's recommendation that this petition be granted. Mr. Irving M. Groves, Jr., Chairman of the City's Industrial Development Authority, appeared before Council and presented the Authority's annual report (for the period ended June 30, 1982), in which report was itemized the applications filed by local business firms, the amounts of loans sought and the purposes therefor, and the amounts of loans approved (through issuance of industrial development bonds), being in the total amount of $25,350,000.00 since August 20, 1975. In connection therewith and in connection with a recently-advanced proposal that the City's Industrial Development Au~hority and the Henry County Industrial Development Authority be merged and/or con- solidated, Mr. Groves informed Council that the City's Authority supports this concept.
